Overview
The Consorzio Universitario di Caltanissetta (University Consortium of Caltanissetta) is a public consortium based in Caltanissetta, Sicily, Italy. It was founded in 1992 to respond to the cultural growth needs of the local population and to support the socio-economic development of the province by promoting a structured and widespread presence of university and higher education in the area. The consortium operates as a branch campus of the University of Palermo, with its main seat in the former female orphanage Moncada in Corso Vittorio Emanuele, 92, Caltanissetta. The consortium's mission is to promote the establishment of faculties, degree courses, specialization schools, master's programmes, research doctorates and higher education courses, preferably oriented toward the enhancement of the local territory. It also encourages the creation of basic and applied research centres and technological innovation. In addition, it provides cultural support services and assistance for university students, professional training and orientation, and manages the logistical facilities used for teaching, scientific and administrative activities. Members of the consortium include the Regional Province of Caltanissetta, the Municipality of Caltanissetta, the Local Health Authority No. 2, the Chamber of Commerce, Industry, Crafts and Agriculture, and the Regional Hospital S. Elia. Over the years the consortium has hosted degree courses in Medicine and Surgery, Biomedical Engineering, and Agricultural Sciences and Technologies, among others. It has also been involved in partnerships, such as the 2019 agreement with the private clinic "Regina Pacis" in San Cataldo for training purposes, and since 2022 it has collaborated as an institutional body with the First World Park of the Mediterranean Lifestyle. The consortium is governed by a president. The first president was Diego Argento (1992–1996), followed by Maurizio Vancheri until 2005. Later presidents include Emilio Giammusso, Giovanni Arnone, and Walter Tesauro (from May 2020). After Tesauro's election as Mayor of Caltanissetta in 2024, the consortium remained without a president until 12 September 2025, when Gianluca Tumminelli was appointed. The consortium continues to expand its academic offerings, with recent initiatives including new degree courses and master's programmes in the health sector, as well as a strategic plan for the development of the university system and the establishment of the Central Sicily Polyclinic.
History
The Consorzio Universitario di Caltanissetta was founded in 1992 as a public consortium to address the cultural and educational needs of the province of Caltanissetta in Sicily. Its establishment was driven by the desire to create a structured presence of university education in an area that lacked a full university of its own. The consortium was set up as a branch campus of the University of Palermo, and its founding members included the Regional Province of Caltanissetta, the Municipality of Caltanissetta, the Local Health Authority No. 2, the Chamber of Commerce, Industry, Crafts and Agriculture, and the Regional Hospital S. Elia. The first president was Diego Argento, who served from 1992 to 1996. He was succeeded by Maurizio Vancheri, who remained in office until 2005. During these early years, the consortium offered degree courses as a branch of several Sicilian universities: as a branch of the University of Catania, it offered degrees in Administrative Science and Communication and Public Relations; as a branch of the University of Palermo, it offered Electrical Engineering, Electronic Engineering, Biological Sciences, and Medicine and Surgery; and as a branch of the University of Messina, it offered specialization school courses in Bovine Clinic and Inspection of Foods of Animal Origin. Master's programmes included Nursing Management for Coordination Functions (UNIPA), Cytotoxicity, Cancer and Environment (UNIPA), Economic Technology and Sustainability of Automated Systems for Distributed Electricity Generation (UNIPA), Historical, Archival and Documentary Research (UNICT), and Accounting, Budget and Tax Law (UNICT). In 2007, after six years of restoration work, the consortium received the premises of the former Dominican convent, adjacent to the Church of San Domenico in Caltanissetta, which were converted into 34 housing units for out-of-town students attending the local university courses. This became known as the Casa dello Studente. Over the years, the consortium's academic offerings evolved. By the 2020s, three degree courses were based at the consortium: Medicine and Surgery, Biomedical Engineering (ISTAT code 2.2.1.8.0), and Agricultural Sciences and Technologies. Lectures in Medicine were held at the CeFPAS premises in via Mulè, 1, while lectures in Biomedical Engineering and the first year of Medicine were held at the former female orphanage of Palazzo Moncada, the consortium's headquarters at Corso Vittorio Emanuele, 92. Leadership changed several times. After Vancheri, Emilio Giammusso and Giovanni Arnone served as presidents. In May 2020, Walter Tesauro became president. In May 2019, the consortium signed an agreement with the private clinic "Regina Pacis" in San Cataldo for a training partnership. Since 2022, it has collaborated as an institutional body with the First World Park of the Mediterranean Lifestyle. In 2024, Walter Tesauro was elected Mayor of Caltanissetta, and the consortium remained without a president until 12 September 2025, when Gianluca Tumminelli was appointed. In 2026, the consortium announced several new initiatives, including a strategic plan for the development of the university system and the establishment of the Central Sicily Polyclinic, new degree courses and master's programmes in the health sector, and a framework agreement for the "Sant'Elia" Integrated Health Hub, with a request for the University of Palermo to join as an external institutional supporter.
