Overview
The Consorci Corporació Sanitària Parc Taulí is a public-law consortium created to improve the provision of publicly funded healthcare services to the population of Sabadell and the Vallès Occidental region in Catalonia, Spain. It was formally established on 31 December 1986 by decree, following the publication of Decree 341/1986 on 13 October 1986, which created the Consorci Hospitalari del Parc Taulí and approved its statutes. The consortium was designed to reorganise and integrate a set of previously separate healthcare organisations — including the Clínica Creu, Clínica Santa Fe, Clínica Infantil Nen Jesús, Hospital Mare de Déu de la Salut, VII Centenari and Hospital Clínic de Sabadell — into a single management entity, thereby rationalising resources and improving care. Initially the consortium had six members: the Generalitat de Catalunya, the Ajuntament de Sabadell, the Fundació Hospital i Casa de Beneficència de Sabadell, the Mútua Sabadellenca, the Universitat Autònoma de Barcelona and the Caixa d'Estalvis de Sabadell. Over time the membership changed. By 2018 the consortium was participated by the Generalitat de Catalunya (60%), the Ajuntament de Sabadell (30%) and the Universitat Autònoma de Barcelona (10%). It is a public legal entity with an associative base, independent of its members, and the member entities transferred movable and immovable property and equipment necessary for the provision of care while retaining ownership. The consortium manages a range of centres and services. As of 2018 these included the Hospital de Sabadell, UDIAT Centre Diagnòstic, Albada Centre Sociosanitari, Salut Mental Parc Taulí, Atenció Primària Parc Taulí, Atenció a la Dependència Parc Taulí, and the services of Sabadell Gent Gran Centre de Serveis, the latter through a wholly owned public limited company. Its objectives encompass healthcare, sociosanitary and social activities for citizens, as well as teaching, research and innovation in health. In 2014 the consortium's governing council approved new statutes recognising it as a university hospital of the UAB Faculty of Medicine. The consortium remains an active public healthcare provider in Catalonia.
History
The Consorci Corporació Sanitària Parc Taulí was created in the context of the deployment of the Health Map of Catalonia, which envisaged the creation of a care complex at the Parc Taulí in Sabadell. The aim was to reorganise and optimally integrate a group of organisations — the Clínica Creu, Clínica Santa Fe, Clínica Infantil Nen Jesús, Hospital Mare de Déu de la Salut, VII Centenari and Hospital Clínic de Sabadell — through an agreement with the Institut Català de la Salut. On 13 October 1986, Decree 341/1986 was published, creating the Consorci Hospitalari del Parc Taulí and approving its statutes. The consortium was formally constituted on 31 December 1986 by agreement of the Generalitat de Catalunya, the Ajuntament de Sabadell, the Fundació Hospital i Casa de Beneficència de Sabadell, the Mútua Sabadellenca, the Universitat Autònoma de Barcelona and the Caixa d'Estalvis de Sabadell. It was born as a management consortium of the patrimonies ceded by the member entities, and progressively underwent a process of merging public and private centres with very different characteristics and cultures. The initial contributions were: land from the Ajuntament de Sabadell, according to the plot delimitations of the modification of the comarcal plan for the area known as Taulí; the Hospital Clínic de Sabadell from the Universitat Autònoma de Barcelona; the Hospital Mare de Déu de la Salut, VII Centenari and the Residència Albada from the Fundació Hospital i Casa de la Beneficència de Sabadell; the Clínica Santa Fe and Clínica Creu from Sabadell Mutual, Mutualitat de Previsió Social; and the Clínica Infantil Nen Jesús from the Caixa d'Estalvis de Sabadell. In March 1995, in compliance with the consortium's statutes, the transfer of ownership of the goods ceded for use by the member entities was made effective in its favour. On 7 January 1998, a decree of the Department of Health and Social Security was approved modifying the consortium's statutes, and it was renamed Corporació Sanitària Parc Taulí de Sabadell. Subsequently, the Fundació Hospital i Casa de Beneficència de Sabadell was extinguished by resolution of the Minister of Justice of the Generalitat de Catalunya on 4 September 1998. The Mútua Sabadellenca d'Assegurances later changed its name to Mutualitat de Previsió Social; by agreement of the Governing Council of 20 September 2007, this entity ceased to participate in the consortium, since it had been absorbed by a public limited company and was therefore legally unable to remain a consortium member. In 2010, following the subrogation of the new entity Caixa d'Estalvis Unió de Caixes de Manlleu, Sabadell i Terrassa (Unnim) into the legal position of Caixa d'Estalvis de Sabadell, Unnim became a consortium member. Later, at the Governing Council session of 16 January 2013, UnnimBanc ceased to belong to the Corporation, given its for-profit nature, in compliance with article 113.1 of Law 26/2010 of 3 August on the legal regime and procedure of the public administrations of Catalonia. At the Governing Council session of 19 November 2014, the Corporation approved the proposal for a new wording of the consortium's statutes, which include its consideration as a University Hospital of the UAB Faculty of Medicine. By 2018 the consortium was participated by the Generalitat de Catalunya (60%), the Ajuntament de Sabadell (30%) and the Universitat Autònoma de Barcelona (10%). It manages the Hospital de Sabadell, UDIAT Centre Diagnòstic, Albada Centre Sociosanitari, Salut Mental Parc Taulí, Atenció Primària Parc Taulí, Atenció a la Dependència Parc Taulí, and the services of Sabadell Gent Gran Centre de Serveis through a wholly owned public limited company. Its functions include health education, health promotion, disease prevention and public health; comprehensive health care; and primary, specialised, outpatient, home and hospital care.
