History
The Coalition on Homelessness is a San Francisco advocacy organization for the homeless. It organizes homeless people and front-line service providers to create permanent solutions to homelessness while working to protect the human rights of those forced to remain on the streets. Between 1987 and 1990, a group of community activists and homeless people, frustrated by the lack of a response addressing the root causes of homelessness, formed the Coalition on Homelessness. The Coalition established welfare income disregard programs that allowed cash aid recipients to retain funds to move into permanent housing, and founded the Street Sheet, described as the oldest continuously published street newspaper in North America and the paper with the largest circulation. Between 1991 and 1995, the Coalition created the first supportive housing for homeless people in San Francisco in the form of Community Housing Partnership, which provides over 1,000 units of permanent affordable supportive housing and employs homeless people in construction, maintenance, and support services. It designed and advocated for the McMillan Center, a 24-hour drop-in facility for substance users intended to reduce street deaths, and developed the Uniform Grievance Procedure with other organizations to ensure shelter residents have due process rights. It also advocated for and designed A Woman's Place, a drop-in center, shelter, and transitional housing program assisting mentally disabled women.
