Overview

Clubture Network, also known in Croatian as Klubtura and formally as the Union of non-profit organizations Clubture, is a Croatian non-profit network devoted to cooperation among independent cultural, artistic and civic organizations. It was established in Zagreb in May 2002 and formally registered on 16 June 2002. Its founding emerged from a need to connect clubs, artist groups, cultural associations and informal initiatives that were producing contemporary culture outside conventional institutional structures. The name Clubture reflects the network’s original emphasis on exchanging club programs, although its scope quickly expanded to include a broad range of artistic, cultural, educational and socially engaged activities. The network’s central operating model is program exchange. Member organizations propose projects, collaborate with partners in other cities, and bring exhibitions, performances, screenings, workshops, lectures, discussions and other cultural events to places where such programs may otherwise be difficult to access. Rather than operating primarily as a single venue or producer, Clubture functions as an infrastructure for cooperation: it helps organizations share resources, audiences, knowledge and production capacity. A notable feature is collective decision-making, with member organizations participating in the selection of projects for each program cycle. Clubture-HR: Program exchange and collaboration has been the network’s continuous core program since 2002. According to the network’s published account, by 2022 it had supported more than 260 projects and over 1,500 cultural and artistic events in more than 100 Croatian cities and towns. The program has helped strengthen cultural activity beyond Zagreb and has created durable links among organizations working in independent culture, youth work, media, contemporary art and community-based practice. Some initiatives first developed through Clubture later became independent programs or organizations. One prominent example is kulturpunkt.hr, a portal focused on contemporary independent culture that Clubture initiated in 2005 and that subsequently became a major project of the organization Kurziv. The network also works regionally. It began developing cross-border programs in 2004 to connect independent cultural organizations in countries of the former Socialist Federal Republic of Yugoslavia. These activities later involved organizations from Croatia, Bosnia and Herzegovina, North Macedonia, Slovenia and Serbia. Since 2012, the regional initiative has been associated with Kooperativa, a platform for independent culture in the region. Clubture has also participated in broader European and international cultural networks, including Culture Action Europe, of which it has been a member since 2007. In addition to program production and exchange, Clubture convenes sector-wide discussions and publishes research and reference materials. Its Clubture Forum, launched in 2008, brings together members and other independent-culture organizations for workshops, public forums and discussions on working conditions, cultural policy, access to space and the relationship between civil society and cultural institutions. The forum also presents artistic work from the host city. Clubture’s publications document the independent cultural sector, examine public policy and organizational conditions, and reflect on collaborative cultural practice. The network is a founding member of DKC-HR, a network concerned with socio-cultural centers developed through public-civil partnerships. Clubture is therefore best understood as a collaborative cultural infrastructure and advocacy platform rather than a conventional consumer-facing brand.

History

Clubture was formed in Zagreb in 2002 by a group of independent cultural organizations and urban cultural venues, with Multimedia Institute and clubs such as Močvara, Attack! and KSET among the initiating actors. Its founding members also included organizations from Dubrovnik, Osijek, Pula, Slavonski Brod, Split, Rijeka and Zagreb, giving the network a geographically distributed basis from the beginning. The network was formally registered on 16 June 2002. The organization’s initial concept centered on exchanging club programs, but the membership soon broadened to include contemporary art groups, cultural associations, youth initiatives, media projects and organizations working on social and political questions. Clubture-HR became the network’s enduring framework for cooperation. Through it, organizations jointly developed and circulated cultural projects among Croatian cities and towns. The approach combined decentralization with shared decision-making: project proponents and members participated in determining which proposals would be supported during a program cycle. In 2004, Clubture began expanding its cooperation regionally, seeking to connect independent cultural actors in the countries of the former Yugoslavia. The regional work eventually brought together more than one hundred civil-society organizations from Bosnia and Herzegovina, Croatia, North Macedonia, Slovenia and Serbia. From 2012, the regional initiative was incorporated into the work of Kooperativa, a regional platform for independent culture. Clubture broadened its public and knowledge-producing role in the mid-2000s. In 2005 it initiated kulturpunkt.hr, a media and information portal dedicated to contemporary independent culture. The portal later developed into a major project of Kurziv, a separate organization focused on culture, media and society. Between 2004 and 2007, Clubture also published 04, a magazine addressing independent cultural production and wider civil and social issues. The Clubture Forum was established in 2008 as an annual gathering for member organizations and other participants in independent culture. Its program has combined workshops and public discussions with artistic presentations in host cities. Topics have included the working conditions of independent organizations, access to cultural spaces and the position of independent culture within public cultural policy. The first forum took place in Rijeka from 5 to 8 June 2008; the fourteenth was held in Osijek from 24 to 26 September 2021. Clubture has also produced publications documenting its field and its own methods. These have included mapping studies, policy analyses, books on exchange and collaboration, research on the independent cultural sector, and materials concerning design and cultural practice. The network has participated in national, regional and international initiatives and has been a member of Culture Action Europe since 2007. It was also a founding participant in DKC-HR, a Croatian network focused on socio-cultural centers developed through public-civil partnerships. By 2022, Clubture reported that its principal exchange program had enabled more than 260 projects and over 1,500 events in more than 100 Croatian cities and towns. Its continuing significance lies less in a proprietary cultural product than in the infrastructure it provides for cooperation, circulation, advocacy, documentation and collective action among independent cultural organizations.
