Overview
Citizens of Lower Silesia (Polish: Obywatelski Dolny Śląsk, commonly abbreviated ODŚ) was a regional political association operating primarily in the Lower Silesian Voivodeship of Poland. It emerged from Lower Silesia XXI, an organisation founded in January 2008 by former Law and Justice parliamentarian Kazimierz Michał Ujazdowski and Lower Silesian regional councillor Paweł Wróblewski. The organisation was formally registered in April 2008 and initially brought together former Law and Justice activists, local-government officials and figures associated with Wrocław mayor Rafał Dutkiewicz. The association presented itself as a locally rooted, civic and centre-right alternative to the established national parties. Its early political identity was connected to Dutkiewicz’s administration in Wrocław and to the broader Poland XXI initiative, a nationwide network of regional movements established in 2008. When that movement was reorganised as Poland Plus in 2010, only some Lower Silesian activists joined the new party, while Ujazdowski and many other participants eventually returned to Law and Justice. Lower Silesia XXI became an important force in the regional assembly. In 2009, its parliamentary group was formed through the reorganisation of a cross-party self-government group containing councillors originally elected from Law and Justice and Civic Platform lists. The group opposed the governing Civic Platform–Polish People's Party coalition. In the 2010 local elections, the organisation ran mainly through the Electoral Committee of Rafał Dutkiewicz and won nine of the 36 seats in the Lower Silesian regional assembly. Dutkiewicz was re-elected mayor of Wrocław in the first round, while several other mayors and local-government figures were elected with the movement’s support. On 5 February 2011, Lower Silesia XXI adopted the name Citizens of Lower Silesia, with Dutkiewicz becoming president. At that point the organisation reportedly had about 350 members distributed among 19 local groups. It participated in the 2011 parliamentary elections through Dutkiewicz’s Union of Presidents – Citizens for the Senate initiative; Jarosław Obremski was the only ODŚ-associated candidate elected, joining the Independent Senators’ Circle. The association later became closely involved in Lower Silesian coalition politics. In 2014 it joined the regional governing coalition, and its representative Jerzy Michalak became deputy marshal of the voivodeship. The same year, Dutkiewicz reached an electoral agreement with Civic Platform. Candidates linked to him ran on Civic Platform lists, while the joint Wrocław municipal slate was branded Rafał Dutkiewicz with Platform. Although the arrangement produced electoral success, it caused internal dissatisfaction. Critics argued that Dutkiewicz had moved too far toward Civic Platform and had not secured a clear internal mandate before beginning negotiations. Some dissenting activists subsequently helped create the Nonpartisan Local Government movement. The organisation’s remaining institutional influence diminished after the 2014 elections. In 2016, councillors associated with Dutkiewicz left the Civic Platform club and participated in the formation of new nonpartisan regional groupings. The political network later contributed to initiatives including the Lower Silesian Local Government Movement, With Dutkiewicz for Lower Silesia, and New Hope, renamed New PL in 2023. ODŚ itself was not formally dissolved according to the referenced account, but its activity declined as its activists moved into other parties, electoral committees and civic associations.
History
Citizens of Lower Silesia developed from the Lower Silesia XXI association, established on 26 January 2008 by Kazimierz Michał Ujazdowski and Paweł Wróblewski after both had left Law and Justice in late 2007. Registered on 2 April 2008, the organisation recruited former party activists, regional officials and supporters of Wrocław mayor Rafał Dutkiewicz. Dutkiewicz joined in March 2008 and became head of its programme council. The association was one of the regional foundations of Poland XXI, a nationwide civic movement created in September 2008. Its regional parliamentary group was established in the Lower Silesian Sejmik in April 2009 from the transformation of an existing self-government group. Led by Patryk Wild, it opposed the Civic Platform–Polish People's Party coalition and ended the term with six members. In the 2010 local elections, Lower Silesia XXI contested the regional assembly through the Electoral Committee of Rafał Dutkiewicz and won nine seats. Its wider network also supported successful mayoral campaigns in Wrocław, Lubin, Bolesławiec and Świdnica. The organisation changed its name to Citizens of Lower Silesia on 5 February 2011, when Dutkiewicz became president. For the 2011 parliamentary elections, Dutkiewicz created the Union of Presidents – Citizens for the Senate. Seven ODŚ-associated candidates contested Senate seats, and Jarosław Obremski was elected to the Independent Senators’ Circle. In February 2014, ODŚ joined the regional governing coalition. Later that year, Dutkiewicz made an electoral pact with Civic Platform. The decision generated internal criticism, with opponents accusing him of abandoning the movement’s independent civic profile and moving toward a more conventional party alliance. After the 2014 elections, ODŚ became less active as its activists entered other political formations. In March 2016, several ODŚ-linked councillors left the Civic Platform club and joined a broader nonpartisan regional grouping that temporarily became the largest club in the assembly. Related activists subsequently participated in the Lower Silesian Local Government Movement, the 2018 With Dutkiewicz for Lower Silesia committee and, from 2020, the New Hope association. The latter changed its name to New PL in 2023. By the 2024 local elections, associated activists were running mainly on Civic Coalition or Third Way lists, and the original association’s activity had largely faded.
