Overview
Cignal TV, Inc., also associated with the legal trading name Mediascape Inc., is a Philippine media and telecommunications company owned by MediaQuest Holdings under the PLDT Beneficial Trust Fund. Its principal consumer brand is Cignal, a direct-to-home satellite television service launched in 2009. The company later expanded into prepaid digital television through SatLite, subscription television channels, sports and news programming, entertainment production, internet protocol television, over-the-top streaming, and fiber broadband. The business traces its origins to GV Broadcasting System, founded by the Galang family in 1983. GV initially operated radio stations in Pampanga and later expanded into Batangas. A legislative broadcast franchise was granted in 1995 and amended in 1998 to permit pay-TV operations. MediaQuest acquired a majority stake in GV and its parent Satventures in 2007. Following the transaction, the company was renamed Mediascape, and former Smart Communications executive Orlando Vea became a key executive. Its radio assets were subsequently separated from the pay-TV operation. MediaQuest and PLDT pursued a direct-to-home satellite strategy after PLDT's interest in Sky Cable was sold to the Lopez Group. The resulting Cignal service began in 2009 and became the company's flagship consumer platform. Cignal's portfolio developed from a satellite distributor into a broader content ecosystem, carrying free-to-air, premium, news, entertainment, and sports channels. SatLite, introduced in 2018, targeted price-sensitive and rural households with a prepaid digital television proposition. Cignal also developed and distributed proprietary and partner channels. These include One News, One PH, One Sports+, PBA Rush, NBA TV Philippines, the UAAP Varsity Channel, BuKo, and other services that have changed names or status over time. The One-branded channels provide English- and Filipino-language news, public affairs, and sports programming, while the league-focused services carry Philippine basketball, collegiate sports, and international basketball content. Through agreements with the Philippine Basketball Association, the NBA, and the UAAP, Cignal has become a significant sports broadcaster in the Philippines. The company expanded beyond distribution through Cignal Entertainment, established in 2017 as a television, film, events, and content-production unit. It later became an important provider of programming for TV5, particularly after TV5 entered a blocktime and content partnership with Cignal in 2020. Cignal has also operated Cignal Play, an IPTV, video-on-demand, and streaming service for Cignal and PLDT customers, and Pilipinas Live, a sports-focused streaming platform launched in 2023. In broadband, it introduced Red Fiber in 2020 through a partnership involving Meralco's telecommunications unit Radius Telecoms. Cignal's wider operating footprint includes affiliations with TV5 and One Sports, digital terrestrial television activities under Mediascape, regional television stations, and radio assets associated with GV Radios Network Corporation and Apollo Broadcast Investors. The company received a further 25-year legislative franchise renewal in 2022. A proposed 2022 investment involving Cignal Cable and ABS-CBN's Sky Cable was terminated before completion. Cignal remains an active Philippine media group whose strategy combines television distribution, owned and partnered channels, sports rights, content production, digital services, and connectivity.
History
Cignal TV began in 1983 as GV Broadcasting System, established by the Galang family. Its early business consisted primarily of radio operations in Pampanga, with later expansion into Batangas. The company obtained a broadcast franchise in 1995. An amendment in 1998 broadened the franchise to permit the establishment of pay-television operations. MediaQuest Holdings acquired a majority interest in GV and its parent Satventures in 2007. The transaction brought the Galang interests into the MediaQuest structure, while GV's radio assets were later separated from the pay-TV business. Orlando Vea, previously associated with Smart Communications, became a senior executive during the transition. GV also worked with Smart on myTV, a mobile television experiment that was eventually discontinued in 2010. After PLDT's interest in Sky Cable was sold to the Lopez Group, PLDT and MediaQuest pursued a direct-to-home satellite business using GV's franchise. GV was renamed Mediascape Inc., and the Cignal satellite television service launched in 2009. The business gradually moved beyond being a distributor by developing its own channels and securing programming partnerships. In 2012, it introduced Colours, Hyper, and Weather Information Network. Some of these early services were later discontinued or rebranded. The company expanded its media portfolio during the middle of the 2010s. Cignal and TV5 partnered with Bloomberg to establish a Philippine business-news service, formally unveiled in 2015. Cignal also partnered with Viva Communications on the Sari-Sari Channel. In 2016, it worked with the Philippine Basketball Association to launch PBA Rush, a dedicated sports service. Cignal Entertainment was formed in 2017, adding television, film, event production, and content distribution capabilities. News and public affairs became an important part of the channel portfolio. One News launched in 2018 as an English-language service using content from News5, The Philippine Star, BusinessWorld, Bloomberg TV Philippines, and other partners. SatLite also launched in 2018 as a prepaid, lower-cost digital pay-TV service using capacity associated with the former Dream Satellite TV platform. In 2019, Cignal introduced One PH, a Filipino-language news and public-affairs channel, and One Sports, a sports channel that replaced Hyper. One Sports+ served as a related subscription channel. Cignal also agreed with APT Entertainment to develop BuKo, an all-local comedy channel; the launch was delayed by the COVID-19 pandemic and eventually took place in 2021. Cignal's sports strategy intensified in 2020. A multiyear NBA agreement supported NBA TV Philippines and the distribution of NBA games through TV5 and One Sports. The company also signed an agreement with the UAAP to carry varsity sports through 2026. During the same period, Cignal became a central content provider for TV5, supplying blocktime entertainment programming and coordinating with production partners including Viva, APT Entertainment, Regal Entertainment, Brightlight Productions, and other companies. This followed the disruption of Philippine television caused by the denial of ABS-CBN's franchise renewal and the subsequent movement of programs and creative personnel across networks. Cignal diversified into connectivity and digital services. It launched Cignal Play as an IPTV and video-on-demand service, with plans to develop it as a broader over-the-top platform. In November 2020, it entered fiber broadband through Red Fiber, a partnership involving Radius Telecoms. In 2023, it launched Pilipinas Live, a sports-oriented subscription streaming platform. Cignal Entertainment continued producing and distributing television and film projects, including local series and films made with partner companies. The company's legal operating position was reinforced in 2022 when Republic Act No. 11668 renewed its legislative franchise for 25 years and authorized the construction and operation of commercial radio, television, and digital television facilities throughout the Philippines. That year, Cignal Cable announced a proposed minority investment in Sky Cable, with a possible future acquisition option, alongside a proposed investment by ABS-CBN in TV5 through debt instruments. The arrangements were terminated in September 2022, with the parties citing political pressure. In 2023, Robert P. Galang's tenure as head of Cignal TV and TV5 ended amid a leadership transition. Jane J. Basas became president and chief executive officer of Cignal TV while also holding a MediaQuest leadership role, and Guido R. Zaballero became president and CEO of TV5 Network. The supplied reference material also reports a 2026 transition in which Basas resigned as MediaQuest president and CEO and Ricky Vargas became officer-in-charge. Cignal's present profile is that of an integrated Philippine media company spanning satellite and prepaid pay-TV, specialty channels, sports rights, production, streaming, digital terrestrial operations, and broadband.
