Overview

Chizaki DORO Co., Ltd. (地崎道路株式会社) is a Japanese civil engineering and road-paving contractor headquartered in Minato, Tokyo. It was established in April 1968 by separating the paving division of Chizaki-gumi (now Iwata Chizaki Construction Co., Ltd.), starting with capital of 50 million yen and offices in Tokyo (Nishi-Shinbashi) and Sapporo. The company is registered under Japan's Construction Business Act and has grown into a specialist contractor active in roads, airports, land development and parks, with a stated mission of building infrastructure that connects people, cities and regions. The company's core business is road paving and maintenance, but it also undertakes airport works, land readjustment, park construction and environmental projects. Its technical portfolio includes BIO-REMEDIATION, a bioremediation technology that uses microorganisms to break down oil contamination, and it operates an oil-contaminated soil treatment center in Tomakomai, Hokkaido — described as the first such intermediate treatment facility run by an industrial-waste licensed operator in Japan. Chizaki DORO also produces ready-mixed concrete at its Chitose plant and, through a joint venture with Keihin Recycling Center, manufactures and sells asphalt mixtures. Organizationally, the company operates a Hokkaido branch, a Honshu supervisory division, and branches in Tohoku, Nagoya and West Japan, reflecting a nationwide footprint anchored in Hokkaido. In 2004 it came under the umbrella of IC Holdings Co., Ltd., a joint holding company formed by Iwata Construction and Chizaki Industry. The company marked its 50th anniversary in 2018 and has since adopted the management philosophy "Link the Road," emphasizing pride in connecting roads and innovation as its mission. Its current mid-term plan, covering the period from fiscal 2024, focuses on human-capital management to strengthen its management base and pass on technical expertise. Chizaki DORO is led by President Satoshi Yokohira. It holds ISO 9001, ISO 27001, ISO 14001 and OHSAS 18001 certifications, and has received numerous awards from NEXCO East Japan and regional authorities for construction quality. The company remains a privately held subsidiary within the IC Holdings group and continues to position itself as a contributor to sustainable social infrastructure.
