Chivast Education International

Chivast Education International (北京嘉华世达国际教育交流有限公司), trading as Chivast (嘉华世达), is a wholly state-owned international education service company affiliated with the Chinese Service Center for Scholarly Exchange (CSCSE) under the Ministry of Education of the People's Republic of China. Established in 2000, it holds China's No. 1 licensed agency for overseas education service (license BJ2000001). Over more than two decades it has grown from a traditional self-funded study-abroad agency into a diversified international education service platform. The company operates several business lines: study-abroad consulting and procedural assistance; international curriculum and cooperative program operation (including SQA projects); an IELTS computer-delivered test centre recognized by the British Council; organization of large education exhibitions such as the China International Education Exhibition Tour (CIEET) and job fairs for returning students; and the 'Study Abroad Lounge' (留学荟客厅), an online-offline service space with shared office and café facilities. It also provides services to institutions, including domestic-foreign cooperative programs, study-in-China promotion and teacher training. Chivast is headquartered in Dongcheng District, Beijing, and is led by General Manager Jin Yunhua (金云华). It maintains active international engagement, having sent delegations to South Korea, Japan, Hungary and the United Kingdom, and hosting visits from universities such as Universiti Putra Malaysia and South Korea's Shinhan University. In 2024 it began a strategic repositioning as the 'solid foundation' of CSCSE, aiming to support national education opening-up strategy. In 2025 it issued a public statement warning against fraudsters impersonating the company.

These moves diversified revenue and strengthened resilience. In mid-2024, Chivast entered a strategic upgrade phase, positioning itself as the 'solid foundation' of CSCSE. This repositioning aims to serve the national education opening-up strategy more systematically, marking a shift from service provider to system co-builder. The company now operates six core business segments: customer service and policy response; comprehensive development and compliance management; international exhibitions and brand events; international education program operation (including SQA projects); IELTS test and social test centre construction; and the Study Abroad Lounge. Throughout its history, Chivast has engaged in extensive international exchange. In 2024 it sent delegations to Hungary, the UK, Japan and South Korea, and hosted visits from Universiti Putra Malaysia and South Korea's Shinhan University. In 2025, CSCSE leaders visited Chivast for research and guidance, and the company issued a public statement warning against fraudsters impersonating its name.
