Overview

The Consejo General de Colegios Oficiales de Educadoras y Educadores Sociales (CGCEES) is the national umbrella body for Spain's official professional colleges of social educators (educadoras y educadores sociales). It is a public-law corporation (corporación de derecho público) with its own legal personality, created under Law 41/2006 of 26 December and headquartered in Barcelona. Its membership is made up of the professional colleges of social educators across Spain's autonomous communities, and its core mission is to coordinate those colleges and represent the profession jointly at state and international level. The CGCEES traces its roots to earlier associative efforts: the Coordinadora de Asociaciones de Educadores Especializados, founded in 1989, which became the Federación Estatal de Asociaciones Profesionales de Educadores Sociales (FEAPES) in 1992. FEAPES ceased activity in 2001, while the Asociación Estatal de Educación Social (ASEDES), created in 2000, continued the associative work. The colleges of social educators met in assembly in San Sebastián on 6–7 July 2007 and elected the first Junta de Gobierno of the new Consejo General, which took on the tasks of organising and representing social educators at state level. The Council's objectives include strengthening professional recognition of social educators and of social education itself; promoting and cooperating in the development of professional associations at regional, state and international levels; cooperating in the creation of professional colleges in all autonomous communities; working towards specific curricula for the Degree in Social Education; promoting and applying professionalising documents at state level; defining the profession and its competences; establishing the professional statute of the social educator; setting image and communication policies; and defending the profession against intrusion. Its actions rest on principles such as participation, representation, equality, solidarity, cooperation, cohesion, co-responsibility, independence, coordination, transparency, plurality, integration, dynamism, sustainability, denunciation and proposal, autonomy, ethics and responsibility. The CGCEES organises the Congreso Estatal de Educación Social periodically and has published RES, Revista de Educación Social, in digital format with half-yearly frequency since 2002. Internationally, it is a member of the Asociación Internacional de Educadores Sociales (AIEJI). Its member colleges include bodies from Catalonia (CEESC), Galicia (CEESG), the Balearic Islands (CEESIB), the Region of Murcia (CPESRM), the Valencian Community (COEESCV), Castilla-La Mancha (CESCLM), Castilla y León (CEESCYL), Andalusia (CoPESA), Aragon (CEES Aragón), the Basque Country (GHEE-CEESPV), Extremadura (COPESEX), Navarra (COEESNA-NAGIHEO), the Community of Madrid (CPEESM), La Rioja (CEES RIOJA), Asturias (COPESPA) and Cantabria (COPEESCAN). On its official website the Council presents itself as the joint representative of Spain's social education colleges at state and international level, publishes its general statutes (approved by Real Decreto 402/2026 of 20 May), maintains a transparency portal under Law 19/2013, and runs EDUSO.NET, a portal offering documentary resources, employment, training and current affairs. It also publishes the Libro Blanco de la Educación Social and a proposed curriculum for the Degree in Social Education, and maintains an archive of more than 2,000 news items related to social education. Its current governing board, designated at the Extraordinary General Assembly of 16 April 2026, is led by President Flor González Muñiz (COPESPA), with Norma Gozálvez Huguet (COEESCV) as Vice-President, Juan Carlos Baenas Castelló (COESRM) as Secretary-General, Aitor Alonso Calle (GHEE-CEESPV) as Treasurer, and board members José Daniel Remedios González (CEESCAN), Ana Belén Galán Ramírez (CEESIB), Xavier Puig Santulària (CEESC) and Lourdes Menacho Vega (CoPESA).

History

The Consejo General de Colegios Oficiales de Educadoras y Educadores Sociales (CGCEES) is a public-law corporation with its own legal personality and full capacity to fulfil its purposes, constituted under Law 41/2006 of 26 December. It is headquartered in Barcelona and integrates all the professional colleges of social educators in Spain, with the function of coordinating them and representing them jointly both nationally and internationally. The Council's antecedents lie in the Coordinadora de Asociaciones de Educadores Especializados, founded in 1989, which later became the Federación Estatal de Asociaciones Profesionales de Educadores Sociales (FEAPES) in 1992. FEAPES disappeared in 2001, and the Asociación Estatal de Educación Social (ASEDES), created in 2000, took up and continued the associative activity. The publication in 2007 of the Documents Professionalitzadors de l'Educació Social by the Council together with ASEDES is considered a key moment in the development of the social educator profession in Spain. On 6–7 July 2007, the professional colleges of social educators from the different territories of the State met in assembly in San Sebastián and elected the first Junta de Gobierno. This first governing board was tasked with ensuring that the new coordinating body for the professional colleges would take on the tasks of organising and representing social educators at state level. The Council's objectives are to enhance the professional recognition of social educators and of social education; to promote and cooperate in the development of professional associationism at autonomous community, state and international levels; to cooperate in the creation of professional colleges in all autonomous communities; to work towards specific curricula for obtaining the Degree in Social Education; to work on the promotion and application of professionalising documents at state level; to define the profession and its own competences; to establish the professional statute of the social educator; to establish image and communication policies; and to watch over the defence of the profession against any intrusion. Each action carried out and promoted by the colleges that make up the Council is based on ideological principles including participation, representation, equality, solidarity, cooperation, cohesion, co-responsibility, independence, coordination, transparency, plurality, integration, dynamism, sustainability, denunciation and proposal, autonomy, ethics and responsibility. The Council periodically organises the Congreso Estatal de Educación Social. Since 2002 it has published RES, Revista de Educación Social, in digital format with half-yearly frequency. Internationally, the CGCEES is a member of the Asociación Internacional de Educadores Sociales (AIEJI).
