Overview
CCI Group, Inc. (株式会社CCIグループ) is a Japanese financial holding company headquartered in Kanazawa, Ishikawa Prefecture. It was established on October 1, 2021, through a sole-share transfer (単独株式移転) of Hokkoku Bank, initially under the name Hokkoku Financial Holdings, Inc. (株式会社北國フィナンシャルホールディングス). On October 1, 2025, the company changed its name to CCI Group, Inc. The abbreviation CCIG is used, and the name CCI stands for Communication, Collaboration, and Innovation, reflecting the group's values and guiding principles. The group is listed on the Tokyo Stock Exchange Prime Market under the securities code 7381. As of February 17, 2026, its registered capital was 10,000 million yen, with 229,085,820 shares issued. It holds an A rating from Rating and Investment Information, Inc. (R&I). The group operates through five business segments: Finance (banking, leasing, credit card, credit guarantee), General Consulting (consulting, BPO, system development and operation management), Asset Management (investment advisory, fund operation and management), Regional Revitalization (sports, entertainment and venue business, including a women's handball team and a men's basketball team; town development proposals, regional trading and e-commerce), and Overseas Business. The group's core banking subsidiary is Hokkoku Bank, a regional bank serving Ishikawa Prefecture and surrounding areas. Under the CCI Group umbrella, the company has pursued digital transformation and new business creation. Notable initiatives include the launch of the digital regional currency "Tochitsuka" in September 2023, the release of "Hokkoku Digital Banking" internet banking in April 2024, and the launch of Japan's first deposit-type stablecoin "Tochika" in April 2024. The group is also developing its own next-generation core banking system, "BankWill," scheduled to go live in January 2027. In the fiscal year ended March 2026, the group reported consolidated net income of 12.6 billion yen and an annual dividend per share of 23 yen (on a post-stock-split basis). The company aims to achieve an ROE of 8% by the fiscal year ending March 2028, having moved up its target from March 2030. It plans to expand revenue from new business areas (digital/systems, regional revitalization, etc.) from 14.3 billion yen in the fiscal year ended March 2026 to 20.9 billion yen in the fiscal year ending March 2029. Shareholder return policy targets a dividend payout ratio of approximately 40% plus flexible share buybacks. The group operates under a dual-brand strategy: the "Hokkoku Bank brand" for traditional regional financial services and the "CCI brand" for new value creation beyond finance. Its mission is to realize "Visionary Regions"—communities that envision, challenge, and create their own futures through communication, collaboration, and innovation. The slogan "さあ、協創社会へ。" (Let's move toward a co-creative society) encapsulates this vision.
History
CCI Group, Inc. was established on October 1, 2021, as Hokkoku Financial Holdings, Inc. (株式会社北國フィナンシャルホールディングス) through a sole-share transfer (単独株式移転) of Hokkoku Bank, a regional bank based in Kanazawa, Ishikawa Prefecture. This created a holding company structure for the Hokkoku Bank group, with Hokkoku Bank's listed subsidiary shares transferred to the new holding company. In the years following its establishment, the group undertook several structural reorganizations and new business initiatives. On May 31, 2021, FD Advisory Co., Ltd. was established; on June 10, 2021, CC Innovation Co., Ltd. and QR Investment Co., Ltd. were established. On March 1, 2022, all employees were transferred to Hokkoku Financial Holdings, creating a system of secondment to group companies. On April 1, 2022, BPO Management Co., Ltd. was established through a company split of Hokkoku Management Co., Ltd., and Hokkoku Management changed its name to COREZO Co., Ltd. In April 2022, the group obtained DX certification. In 2023, the group received several recognitions, including being named a "Human Capital Leaders 2022" and a "Health Management Excellent Corporation White 500." On June 1, 2023, FDAlco Co., Ltd. was established through the integration of FD Advisor and ALCOLAB. On September 29, 2023, the digital regional currency "Tochitsuka" was launched. In 2024, the group continued its digital push: on March 25, a Noto Peninsula Earthquake reconstruction support fund was established; on April 1, the new internet banking service "Hokkoku Digital Banking" was released, and Japan's first deposit-type stablecoin "Tochika" was launched. On November 20, Honeybee Sports Co., Ltd. was established, and on November 29, Regional Future Creation Co., Ltd. was established as a joint venture with Hokkoku Shimbun. In 2025, further consolidation occurred: on April 1, BPO Management was absorbed into CC Innovation; on May 28, COREZO was absorbed into Regional Future Creation. On September 8, the tenant office building "Hirooka Terrace" opened. On October 1, 2025, the company changed its name from Hokkoku Financial Holdings to CCI Group, Inc. (株式会社CCIグループ). In 2026, the group established CCI Entabase Co., Ltd. on January 30, made Kanazawa Samurais Co., Ltd. a subsidiary on February 27, renamed FDAlco to CCI Asset Partners Co., Ltd. on March 1, and established CCI Cross Border Co., Ltd. on April 1. In terms of business expansion, around 2023, Hokkoku FHD, through its investment subsidiary QR Investment, acquired shares in several other regional banks, including Iwate Bank (4.00%), Ryukyu Bank (3.07%), Musashino Bank (2.72%), Miyazaki Bank (approx. 1.5%), Yamanashi Chuo Bank (approx. 1%), and Fukui Bank (approx. 1%). The company described these as "pure investments" aimed at sharing digital expertise and improving corporate value. Some banks expressed discomfort or rejection, citing concerns about capital-based hierarchical relationships and unclear expectations. The group's core banking subsidiary remains Hokkoku Bank, which provides financial services in Ishikawa Prefecture and surrounding regions. The group has also been developing its own next-generation core banking system, "BankWill," scheduled to go live in January 2027, and plans to sell the system to other financial institutions.
