Overview
The Unione Montana del Catria e Nerone is an inter-municipal public body (unione di comuni) in the Province of Pesaro e Urbino, in the Marche region of Italy. Its seat is in Cagli. It was established on 1 January 2015, replacing the Comunità montana del Catria e Nerone, which had been abolished on 31 December 2014 under regional law no. 35 of 2013 concerning mountain unions and the associated exercise of municipal functions. The body takes its name from Monte Catria and Monte Nerone, the two massifs that dominate its territory. As a union of municipalities, the entity is not a commercial company but a public administrative body that pools and jointly exercises functions on behalf of its member comuni. Its institutional purpose is to manage services and programmes that individual small mountain municipalities could not efficiently deliver alone, including territorial planning, environmental and forestry management, civil protection, social services, cultural and library services, and the administration of regional and European funding for rural development. Compared with the preceding Comunità montana, the union has a different membership: the comune of Piobbico did not join the new body, while the comuni of Frontone and Serra Sant'Abbondio, which had belonged to the abolished Comunità montana del Catria e Cesano, were added. The union's territory lies in the northern Marche Apennines and is reachable via the A14 motorway (Fano exit), the SS 73 bis Fano–Grosseto dual carriageway, the SS Flaminia (Fano–Rome), the railway station at Fano, and Ancona–Falconara airport. The union operates a public portal offering services such as transparency (Trasparenza), the Ufficio Informatica, the Albo Pretorio (official notice board), the library system (Sist. Bibliotecario), privacy policy, Alte Marche, SUAP and SUE (business and building permits), the Sportello Catastale (cadastral desk), Ambito Sociale (social services area), Aree Interne (inner areas), SIT (territorial information system), Ufficio Europa, Ambiente-Demanio (environment and state property), the Progetto Mobilità, MPay payments, and Servizio Civile (civil service). Its news section publishes notices on regional and local development programmes, including the FSE+ 2021/2027 regional programme, the Local Development Strategy (SSL) 2023–2027, and rural development calls such as SRD14 on non-agricultural productive investments in rural areas and SRD09, as well as electoral notices and initiatives such as the Servizio Civile at the Bosco di Tecchie nature reserve.
History
The Unione Montana del Catria e Nerone is the successor body to the Comunità montana del Catria e Nerone, a mountain community that had operated in the northern Marche Apennines. The Comunità montana was abolished with effect from 31 December 2014, in implementation of regional law no. 35 of 2013, which set out "Norme in materia di unioni montane ed esercizio associato delle funzioni dei comuni montani" (rules on mountain unions and the associated exercise of functions of mountain municipalities). The new Unione montana del Catria e Nerone became active on 1 January 2015, with its seat at Cagli in the Province of Pesaro e Urbino. The reform that created the union was part of a broader reorganisation of mountain governance in the Marche region, in which the older Comunità montane were replaced by unioni montane — inter-municipal bodies with a somewhat different legal basis and membership. The change in membership reflected this reorganisation: the comune of Piobbico, which had belonged to the previous Comunità montana del Catria e Nerone, did not join the new union, while the comuni of Frontone and Serra Sant'Abbondio, previously part of the abolished Comunità montana del Catria e Cesano, did join. The union takes its name from Monte Catria and Monte Nerone, the two principal peaks of its territory. Its institutional work is carried out on behalf of its member municipalities and covers a wide range of functions, from territorial and environmental management to social services, cultural services, civil protection, and the administration of regional and European funds. Its public portal lists services including transparency obligations, the Albo Pretorio, the library system, SUAP and SUE desks, the cadastral desk, the social services area, inner-area programmes, the territorial information system, the Europe office, environment and state property, mobility projects, MPay payments, and civil service. In the 2020s the union's published activity has centred on the management and promotion of regional and European funding opportunities for its territory. Its news notices include the FSE+ 2021/2027 Regional Programme (approved by regional council decision DGR no. 202/2023) under specific objective OS 4.k; the 2023–2027 Local Development Strategy (SSL), under which the Montefeltro Sviluppo Soc. Cons. a r.l. published the SRD09 access call; and the SRD14 call on non-agricultural productive investments in rural areas (Action a), aimed at improving the usability and attractiveness of commercial activities. The union also publishes electoral notices, such as the convening of electoral assemblies for the election of the Province President on 12 July 2026, and promotes initiatives such as the Civil Service project at the Bosco di Tecchie Nature Reserve and the traditional Good Friday sacred representation La Turba in Cantiano.
