Overview

Campas Create Co., Ltd. is a Japanese technology licensing organization (TLO) and open innovation consultancy headquartered inside the University of Electro-Communications (UEC) campus in Chofu, Tokyo. Founded in September 1999 by UEC faculty members and alumni, it was established as an outsourcing company for university professors and has since grown into a broad-domain TLO that coordinates industry-academia-government collaboration. It is recognized by Japan's Ministry of Economy, Trade and Industry (METI) and Ministry of Education, Culture, Sports, Science and Technology (MEXT) as an approved and certified TLO. Unlike many university-affiliated TLOs, Campas Create is independently managed with no university capital investment; its shareholders are primarily UEC faculty, staff and alumni. The company's core services span four areas: industry-academia-government collaboration (matching researchers, building joint research frameworks, and utilizing intellectual property), international collaboration support (global patent utilization, licensing, commercialization and partner development), support for universities and research institutions (social implementation of research results, partner discovery and startup support), and regional industry promotion (supporting local governments and serving as a designated manager of the Minato City Industrial Promotion Center). It has coordinated over 700 industry-academia-government collaboration themes and promotes a 'TLOI2.0' concept that treats technology transfer as a consortium-based open innovation activity. Campas Create operates domestic offices in Chofu (headquarters) and Minato, Tokyo, and has overseas bases in Shenzhen and Shanghai, China. It has been involved in numerous national and municipal projects, including Tokyo Metropolitan Government startup support programs and the PFAS Countermeasures Technology Consortium. The company celebrated its 25th anniversary in 2024 and continues to expand its role as a bridge between university research and industrial application.
