Overview

Bytový podnik mesta Košice (BPMK) is the municipal property-management company of the City of Košice in eastern Slovakia. It is one of the largest companies in the country active in real-estate administration, managing a significant portion of the city's immovable property — more than 500,000 square metres according to its own description. The company is wholly owned by the City of Košice and operates as a municipal commercial company (mestská obchodná spoločnosť). BPMK's origins lie in the post-war housing crisis. Košice was the fastest-growing city in former Czechoslovakia, and in 1949 a Unified National Committee registered more than 3,000 applications for housing. With the expected population surge from the construction of the ironworks in 1951, the city established a dedicated municipal enterprise. Under a 1948 law, the Bytový a domový kombinát mesta Košice — komunálny podnik was created with effect from 1 January 1951, with Ľudovít Rudík as its first director. It began with 23 city-owned apartment buildings, 29 confiscated apartments and 112 national housing administrations, and only four administrative staff plus a few workers. In its first year it built 380 housing units. Over the following decades the enterprise expanded and was repeatedly reorganised. In 2011 it merged with Stredisko služieb, and in 2012 it underwent a further major transformation by merging with Správu majetku mesta (City Property Administration). On 29 November 2008 the city founded the commercial company that operates today. Today BPMK manages 7,677 housing units in both private and municipal ownership, 44 non-residential buildings including 13 halls, the buildings of the Košice City Magistrate, historic landmarks such as the Historic Town Hall, the Jakab Palace, the Dolná brána archaeological complex and Hrnčiarska Street, as well as 226 non-residential premises, 111 school facilities, transformer stations and heat-exchanger stations. Its service portfolio includes residential and non-residential property management, administrative and commercial space rental, parking and garage rental, short-term meeting-room hire, towing services, emergency accommodation, and investment projects for the commercial sector, state administration and local government. The company also publishes a customer magazine and, on the occasion of its 70th anniversary, issued a publication on the history of housing in Košice by local author Slavomír Szabó.

History

Bytový podnik mesta Košice traces its origins to the severe housing shortage in post-war Czechoslovakia. Košice was the fastest-growing city in the country, and in 1949 a Unified National Committee (Jednotný národný výbor) recorded more than 3,000 applications for housing. The anticipated arrival of the ironworks in 1951 promised a further population increase, making the housing problem urgent. To address it, the city established a separate municipal enterprise. Under a 1948 law, the Bytový a domový kombinát mesta Košice — komunálny podnik was created with effect from 1 January 1951. Its first director was Ľudovít Rudík. The new enterprise started small: it managed 23 apartment buildings owned by the city, 29 confiscated apartments and 112 national housing administrations, with only four administrative employees and a handful of workers. In its first year of operation it completed 380 housing units — 268 through its own housing construction and 112 through private construction. Over the following decades the enterprise grew alongside Košice's panel-block housing estates, becoming the principal manager of the city's housing stock and, increasingly, of its non-residential property. It underwent several reorganisations. In 2011 it merged with Stredisko služieb (the Service Centre), and in 2012 it completed its last major transformation by merging with Správu majetku mesta (City Property Administration). On 29 November 2008 the City of Košice founded the commercial company that continues to operate today. In the 2020s BPMK marked its 70th anniversary, publishing a book on the history of housing in Košice — "KOŠICE: OD PRAVEKU PO PANELÁKY" ("A Small Probe into the History of Housing") — by the well-known Košice author Slavomír Szabó, which includes previously unpublished information about the construction of Košice's housing estates and the resolution of the housing question after World War II. Today BPMK manages 7,677 housing units in private and municipal ownership, 44 non-residential buildings including 13 halls, the buildings of the Košice City Magistrate, historic landmarks such as the Historic Town Hall, the Jakab Palace, the Dolná brána archaeological complex and Hrnčiarska Street, as well as 226 non-residential premises, 111 school facilities, transformer stations and heat-exchanger stations. It provides a broad range of services to residents and institutions, including property management, rental of administrative and commercial space, parking and garage rental, short-term meeting-room hire, towing services and emergency accommodation, and it carries out investment projects for the commercial sector, state administration and local government.
