Overview

The Bureau national d'études techniques et de développement (BNETD) is a state-owned company (société d'État) of Côte d'Ivoire that functions as an engineering and development consultancy. It contributes to the development of Côte d'Ivoire and of the African countries in which it operates, and in Côte d'Ivoire it plays the role of designing studies and acting as project manager (maîtrise d'œuvre) for public works. Its origins lie in the post-independence development drive launched by the country's first president, Félix Houphouët-Boigny, and it was first created by decree on 31 July 1964 as the Bureau National d'Etudes Techniques de Développement. The organisation was dissolved in the 1977 ministerial reshuffle that created the Ministry of Public Works, Transport, Construction and Urban Planning, which set up two successor structures: the Bureau Central d'Etudes Techniques (BCET) and the Direction et Contrôle des Grands Travaux (DCGTx). The DCGTx was made a public administrative establishment by law no. 78.660 of 4 August 1978. Decree no. 94-508 of 14 September 1994 transformed it from a public administrative establishment into a state-owned company under private law, with a board of directors and capital of two billion CFA francs, allowing it to operate in the private and international sectors. Decree no. 96-676 of 4 September 1996 changed its name back to Bureau National d'Etudes Techniques et de Développement (BNETD) and placed it under the supervision of the President of the Republic, broadening its remit to cover all aspects of development. The BNETD is organised into areas of expertise spanning the whole range of economic development sectors. These include transport, infrastructure and environment (transport and infrastructure studies, infrastructure works and transport, environment, energy and hydraulics); building and territorial planning (buildings, urban planning and territorial development); agriculture, geographic information and digital technology (agriculture and rural development, and the Centre d'Information Géographique et du Numérique, CIGN, which holds the national photo and map libraries and develops e-services); innovation; and economy, finance and industrialisation, which supports macroeconomic reform and sectoral policy. A training centre, the Centre de Formation du BNETD (CF-BNETD), was created in 2002 as an incubation centre for capacity building. The BNETD is present in a number of African countries grouped into three zones, each administered by a local representative. Its overall turnover for 2019 was 30 billion CFA francs, an increase of about 5% over the previous year.

History

After Côte d'Ivoire gained independence in 1960, the Ivorian state, under its first president Félix Houphouët-Boigny, undertook development projects as part of its equipment policy. On 31 July 1964, the Bureau National d'Etudes Techniques de Développement (BNETD) was created by decree to carry out the study, design and project management of these works. The Bureau National d'Etudes Techniques de Développement disappeared in the 1977 ministerial reshuffle, which gave rise to a new ministry: the Ministry of Public Works, Transport, Construction and Urban Planning. This ministry set up two structures: the Bureau Central d'Etudes Techniques (BCET), born from the ashes of the Bureau National d'Etudes Techniques de Développement and intended to carry out the same missions; and the Direction et Contrôle des Grands Travaux (DCGTx), tasked with carrying out studies and controlling public-interest projects while guaranteeing control of costs, quality and deadlines. On 4 August 1978, the DCGTx was made a public administrative establishment by law no. 78.660. On 14 September 1994, decree no. 94-508 changed the status of the DCGTx, transforming the public administrative establishment into a state-owned company under private law with a board of directors and capital of two billion CFA francs (2,000,000,000 F CFA). Its missions were redefined in the context of the liberalisation of world economies. This new status allowed the DCGTx to carry out activities in the private and international sectors. On 4 September 1996, another decree (no. 96-676) was issued, amending decree no. 94-508 of 14 September 1994 and changing the name of the Direction et Contrôle des Grands Travaux to Bureau National d'Etudes Techniques et de Développement (BNETD), placing it under the supervision of the President of the Republic. This BNETD encompassed within its prerogatives all aspects of development. The BNETD's overall turnover for 2019 amounted to 30 billion CFA francs, an increase of about 5% over the previous year. Its training centre, the Centre de Formation du BNETD (CF-BNETD), was created in 2002 as an incubation centre for capacity building in enterprises. The organisation is present in a number of countries grouped into three zones, each administered by a local representative.
