Overview

The Bundesverband Kooperierender Mittelstand e.V. (BKM) — rendered in English as the Federal Association of Cooperating Medium-Sized Businesses and known internationally as SME Groups Germany — is a German apex business association (Spitzenverband) based in Berlin. It represents the interests of small and medium-sized enterprises that are organised into cooperative groups (Verbundgruppen), typically joint purchasing, marketing and service alliances in retail, wholesale, crafts, manufacturing, services, hospitality and healthcare. According to the association, it speaks for roughly 200,000 medium-sized companies grouped in around 250 Verbundgruppen drawn from about 45 sectors. The organisation has its roots in the Zentralverband Gewerblicher Genossenschaften e.V. (Zentgeno), founded in 1948. A 1992 merger with the Bundesverband der Einkaufs- und Verbundgruppen des Handels e.V. (BEV) produced the Zentralverband Gewerblicher Verbundgruppen (ZGV). In 2011 the association rebranded as Der Mittelstandsverbund – ZGV e.V., and in 2026 it adopted its current name, Bundesverband Kooperierender Mittelstand e.V. (BKM). The BKM operates as a lean lobbying and service organisation with offices in Berlin (Hauptstadtbüro), Cologne and Brussels (EU-Büro). Its policy work covers Europe and international affairs, economic and competition policy, finance and taxation, and energy and environment, and it publishes positions, statements and publications such as the KOMPASS Mittelstand and a regulatory monitor. It is registered in the German Bundestag lobby register (R001283) and the EU Transparency Register (2196997510883-76). Beyond advocacy, the association supports members through its sister cooperative ServiCon Service und Consult eG, founded in 2002, which helps with purchasing negotiations, logistics, IT, financial services, consulting, marketing, shopfitting and trend research, and offers framework terms in areas such as telecommunications, automotive and insurance. The BKM is a member of the Gemeinschaftsausschuss der Deutschen Gewerblichen Wirtschaft and has three regional associations attached to it as employers' organisations.

History

The organisation traces its origins to 1948, when Zentgeno — the Zentralverband Gewerblicher Genossenschaften e.V. — was founded to represent commercial cooperatives in Germany. In 1992 Zentgeno merged with the BEV (Bundesverband der Einkaufs- und Verbundgruppen des Handels e.V.), and the resulting body took the name Zentralverband Gewerblicher Verbundgruppen (ZGV). In 2002 the association established ServiCon Service und Consult eG as a sister cooperative to provide members with practical support in purchasing negotiations, logistics, IT, financial services, consulting, marketing, shopfitting and other areas, as well as framework terms in fields such as telecommunications, automotive and insurance. In 2011 the association was renamed Der Mittelstandsverbund – ZGV e.V., a change intended to place the Mittelstand more prominently at the centre of its identity and of the retail sector it serves. In 2026 the organisation adopted its current name, Bundesverband Kooperierender Mittelstand e.V. (BKM), reflecting its focus on cooperating medium-sized businesses. Today the BKM describes itself as the apex association of the German economy, representing around 200,000 medium-sized companies organised in roughly 250 Verbundgruppen across about 45 sectors in retail, wholesale, crafts, manufacturing, services, hospitality and healthcare. It maintains a lean structure with a capital office in Berlin, an office in Cologne and an EU office in Brussels, and it is registered in the German Bundestag lobby register and the EU Transparency Register. The association is a member of the Gemeinschaftsausschuss der Deutschen Gewerblichen Wirtschaft, the Deutscher Genossenschafts- und Raiffeisenverband and the Charta digitale Vernetzung e.V., and three regional associations are attached to it as employers' organisations.
