Overview
The Bucharest Stock Exchange, commonly known as BVB or Bursa de Valori București, is Romania’s principal securities exchange and is headquartered in Bucharest. It provides electronic trading and market infrastructure for shares, government and corporate bonds, municipal securities, investment funds, derivatives and structured products. The exchange operates a regulated market for established issuers and AeRO, a multilateral trading facility intended for smaller, younger and faster-growing companies. BVB traces its origins to 1 December 1882, when Romania’s first stock and commodity exchange began operating under a royal decree issued during the reign of King Carol I. The original institution helped channel capital into industrial, commercial and agricultural activity, but it was closed in 1948 after the establishment of Romania’s communist regime. It was re-established after the transition to a market economy as a public-interest institution in April 1995, holding its first post-communist trading session on 20 November of that year with six listed companies. The exchange developed rapidly during Romania’s privatization and market-reform period. It introduced the BET benchmark in 1997 and began admitting large state-owned enterprises. In 2005 BVB became a joint-stock company and absorbed the Rasdaq electronic market, bringing together the principal organized venues for Romanian securities. BVB listed its own shares on its regulated market in 2010. The consolidation of Romania’s exchange infrastructure was completed when BVB absorbed the Sibiu Stock Exchange; the merger took effect on 1 January 2018, leaving Romania with a single stock exchange. In 2015 BVB launched AeRO, offering a less demanding admission framework for start-ups and small and medium-sized enterprises that may not yet qualify for the main market. Alongside its trading venues, BVB calculates Romanian and international market indices, including BET, BET-XT, BET-TR, BET-FI, BET-NG, BETPlus, BETAeRO, ROTX and MSCI Romania-related benchmarks. Its indices are used to measure market performance and can serve as references for investment products and structured instruments. BVB’s trading is electronic and is conducted through the ARENA platform. Clearing and settlement are linked to Romania’s central securities depository, Depozitarul Central, including its connection to the European TARGET2-Securities settlement environment. A central counterparty, CCP.RO Bucharest, was established to support the development of post-trade infrastructure, particularly for derivatives and other centrally cleared transactions. The exchange’s role has gained international visibility as Romania’s capital market has improved in liquidity, transparency and regulatory alignment. FTSE Russell announced Romania’s move from Frontier to Secondary Emerging market status in 2019, with implementation in 2020. Romania was subsequently placed in MSCI’s Advanced Frontier Market category in 2025. BVB has also participated in European market-infrastructure initiatives, including EuroCTP, and in 2024 published a revised corporate-governance code supported by the European Bank for Reconstruction and Development. Its strategic position is to connect Romanian companies and public-sector issuers with domestic and international capital while broadening investment access and strengthening market standards. The Bucharest Stock Exchange is the main stock exchange in Romania, providing a trading platform for stocks, bonds, and other financial instruments. It is the core of Romania's capital market, offering financing and investment opportunities for listed companies and investors.
History
Romania’s organized securities-market history began on 1 December 1882, when a stock and commodity exchange was established following a royal decree issued under King Carol I. During the late nineteenth and early twentieth centuries, the exchange supported the financing of Romanian businesses and facilitated trade connected with the country’s industrial and agricultural economy. Its activity ended in 1948 after the communist regime closed the market and suspended organized securities trading. The fall of communism and Romania’s shift toward a market economy created the conditions for a new exchange. BVB was re-established as a public-interest institution in April 1995, and its first post-communist trading session took place on 20 November 1995. Only six companies were initially listed, although the number increased to nine by the end of the year. In 1997 the exchange created the BET index, which became the principal reference for the performance of liquid Romanian companies. BVB also became an important venue for the listing of large state-owned enterprises during the mass-privatization process. A major institutional change occurred in 2005, when BVB was demutualized and converted into a joint-stock company. That year it also merged with Rasdaq, an electronic over-the-counter market associated with smaller companies and securities issued during Romania’s privatization process. The transaction consolidated much of the country’s fragmented securities infrastructure. In 2010 BVB listed its own shares on its regulated market, making the exchange itself a publicly traded company. The exchange continued consolidating the national market during the following decade. In 2015 it launched AeRO, a multilateral trading facility designed for start-ups and small and medium-sized companies that were not yet ready for the full requirements of the regulated market. Several efforts were subsequently made to combine BVB with the Sibiu Stock Exchange, known as SIBEX. The Bucharest Tribunal approved the absorption in December 2017, and the merger became effective on 1 January 2018. Romania consequently moved to a single-exchange structure. BVB’s product range expanded beyond ordinary shares to include government, corporate and municipal bonds, investment funds, derivatives and structured products. Its index family also broadened from BET to include extended, sectoral, total-return and net-total-return benchmarks. The exchange’s market segments are supported by electronic trading through ARENA, while Depozitarul Central provides central securities-depository and settlement services. The establishment of CCP.RO Bucharest in 2019 represented an additional step toward developing domestic central-counterparty capabilities. International classifications have been an important marker of the market’s development. FTSE Russell announced in 2019 that Romania would move from Frontier to Secondary Emerging market status, with the change effective in 2020. In 2025 MSCI placed Romania in its Advanced Frontier Market category. BVB has also participated in wider European infrastructure projects, including the 2023 creation of EuroCTP, and in market-governance reform through a revised corporate-governance code published in 2024 with EBRD support. Today BVB functions as the core organized marketplace for Romanian securities. Its regulated market serves more established issuers subject to European Union disclosure, prospectus and market-abuse requirements, while AeRO provides a more accessible route for smaller companies. Through listing, trading, index, data and market-infrastructure services, the exchange supports capital formation, investment and the gradual internationalization of Romania’s financial market.
