Overview
The BRICS Policy Center (BPC), formally known as Centro de Estudos e Pesquisas BRICS, is an independent, non-partisan, non-profit think tank based in Rio de Janeiro, Brazil. It operates as an initiative of the Pontifical Catholic University of Rio de Janeiro (PUC-Rio), which serves as its parent institution. The Center is dedicated to analyzing the multiple global transformations underway and their implications for Brazil and the Global South. Its work focuses on contributing to policy debate and formulation aimed at reducing inequalities and promoting a broad rights agenda, with particular attention to the BRICS+ countries: Brazil, Russia, India, China, South Africa, Saudi Arabia, the United Arab Emirates, Indonesia, Iran, Egypt, and Ethiopia. The BPC builds its analysis on a critical and multidimensional understanding of persistent asymmetries in the international system, different development models, the reproduction of inequalities, the deepening environmental crisis, global governance formats, and the role that Southern countries have, can, and should play in this changing scenario. It has consolidated itself as a recognized platform for dialogue among a diversity of national and international actors, including academics, public officials, non-governmental organizations, and social movements. Since its founding, the BPC has sought to influence public institutions, legislators, civil society, and other stakeholders. The Center's main research programs include: Critical Approaches to Development (ACD-Rede), BRICS+, CURA, Political Economy of South-South Relations, Ensured, G20, Laboratory for Cooperation and Development Financing (LACID), LABRICS, Socio-environmental Platform, PRIME Hub, Innovation and Development Governance Program, Global & Collective Health, and the Global South Unit for Mediation (GSUM). It also runs initiatives such as Painel China, a platform that gathers, organizes, and systematizes data on Chinese investments in Brazil and economic flows between China and South America, and Observa Amazônia. The BPC produces accessible publications such as the Caderno para Entender o BRICS and the Caderno para entender o G20, aimed at democratizing knowledge about world politics and the G20 process. The BPC engages with international processes such as the G20, following the process through its engagement with the T20 (think-tank engagement group) and in constant dialogue with the C20 (civil society engagement group). Through its director, Marta Fernández, the BPC joined the T20 National Advisory Council and is coordinating the Task Force on Reform of the International Financial Architecture through its associate researcher Ana Garcia. Nine BPC researchers are producing policy briefs for the T20 on various topics including Care Economy, UN System Reform, and Global Public Investments. The Center also offers a voluntary internship program for PUC-Rio students, requiring a minimum period of two months between February and December, with no stipend. Institutional support for the BPC comes from organizations including the Mott Foundation, Instituto Clima e Sociedade, CAPES, FAPERJ, CNPq, Fundação Heinrich Böll, and the City of Rio de Janeiro.
