Overview
Boyne Smelters is an aluminium-production operation located on Boyne Island, approximately 12 kilometres south of Gladstone in Queensland, Australia. It produces primary aluminium by reducing alumina in electrically powered reduction cells and has a stated production capacity of approximately 545,000 tonnes per year. The operation is conducted by Boyne Smelters Ltd and forms part of Rio Tinto’s Queensland aluminium interests. The project grew out of Queensland’s effort to establish an integrated aluminium industry. In 1957, the Queensland Government and Comalco’s predecessor reached an agreement relating to the development of the large bauxite deposit discovered at Weipa on Cape York Peninsula. The agreement required the company to develop Queensland-based alumina refining and investigate aluminium smelting. The alumina component was advanced through the establishment of Queensland Alumina’s Gladstone refinery, which began operating in 1967. The availability of coal resources in the Bowen Basin and the development of power infrastructure around Gladstone later improved the economic case for a large electricity-intensive smelter. Comalco began detailed investigations into a Gladstone-area smelter in 1974. Environmental, infrastructure and site studies were followed by government approvals, preliminary clearing and earthworks in 1977. After market conditions improved, Comalco committed in principle to the project in 1978 and formed the project consortium company in August 1979. Construction began that year using a fast-track approach that combined design and construction activities. The original participants included Comalco, American interests and Japanese investors. They invested through an Australian subsidiary and were initially expected to take aluminium production in proportion to their holdings. The first aluminium was produced in February 1982, on schedule and within budget. The initial facility included two potlines using Sumitomo S-170 reduction cells. A third potline was constructed between 1994 and 1997 using Pechiney AP-30 technology, and a small group of Comalco B32 test cells was commissioned in 2002. The plant therefore combines established commercial potline technology with a limited testing and development capability. The project also contributed substantially to the development of the surrounding Boyne Island and Tannum Sands communities. Company-funded infrastructure included housing, roads, bridges, utilities, telecommunications, recreation facilities and other public amenities. Nearly 500 homes were eventually associated with the planned community, and the company reportedly spent about A$40 million on community facilities during the development period. Construction involved extensive Australian and Queensland procurement and created a major temporary workforce, while the completed operation became a long-term industrial employer in the Gladstone region. Boyne Smelters Ltd is majority owned by Rio Tinto, which holds 73.50 percent. The remaining interests are held by Japanese-linked participants: YKK Aluminium, UACJ Corporation and Southern Cross Aluminium, a Sumitomo-Marubeni joint venture. In 2025, approximately 1,000 people were reported to work at the smelter, while Rio Tinto’s combined Gladstone operations, including the Yarwun alumina refinery, employed around 3,000 people. The site remains an important component of Queensland’s aluminium chain, although its competitiveness is closely connected to electricity supply, energy costs, emissions performance and international aluminium demand.
History
The origins of Boyne Smelters lie in Queensland’s postwar attempt to build a domestic aluminium industry around the state’s bauxite resources, alumina-refining capacity and expanding electricity infrastructure. In 1957, the Queensland Government and Comalco’s predecessor entered an agreement connected with the development of the Weipa bauxite deposit in far north-western Cape York Peninsula. Among the company’s obligations was the development of Queensland facilities for alumina refining and the investigation of aluminium smelting. The first major step was the opening of the Queensland Alumina refinery at Gladstone in 1967. The subsequent discovery and development of coal resources in the Bowen Basin strengthened the case for locating a power-intensive aluminium smelter in the Gladstone area. In 1972, Comalco entered further agreements with the Queensland Government concerning access to electricity from a planned Gladstone power station. The arrangement was significant because aluminium smelting depends on a large, reliable and competitively priced electricity supply. Comalco established a Gladstone office in 1974 to study possible sites, environmental conditions, public infrastructure and community requirements. The company selected the Boyne Island area and began planning not only the industrial plant but also the surrounding settlement. In 1975, it opted for the first block of available power. Although the global aluminium industry was then experiencing a downturn, the company obtained federal and Queensland environmental approvals in 1977 and began clearing and preliminary earthworks on the approximately 50-hectare site. Improved market conditions enabled a commitment in principle in 1978. In August 1979, Comalco formed a consortium company to establish the smelter, and main construction commenced later that year. The project used a fast-track model in which design and construction proceeded in parallel. Comalco retained project-management responsibility and engaged an engineering-construction organization to support detailed design and contract supervision. The initial works required extensive earthmoving, concrete, steelwork, electrical equipment, cabling and buildings containing long potlines. Construction reached a peak workforce of approximately 1,400 people in 1981. The project was accompanied by substantial community development. Boyne Island and Tannum Sands received new housing subdivisions, roads, bridges, water and sewerage systems, electricity connections and telephone services. Recreation facilities and worker accommodation were also developed, with many of the facilities later becoming available to the broader community. The company’s investment in associated community infrastructure helped transform the area into a permanent industrial settlement. The first aluminium was produced in February 1982. Two initial potlines used 240 Sumitomo S-170 reduction cells and were commissioned during the first phase of operations. The plant was formally opened after the start-up of the second potline in July 1983. The original design allowed for expansion to four potlines. A third potline was built from 1994 to 1997 and used 264 Pechiney AP-30 cells. In 2002, five Comalco B32 cells were commissioned as a test group, providing a limited platform for technology evaluation. The operating company was initially associated with Comalco and a consortium of American and Japanese participants. The structure later evolved, and Rio Tinto became the majority shareholder. Boyne Smelters Ltd is now 73.50 percent owned by Rio Tinto, with minority holdings attributed to YKK Aluminium, UACJ Corporation and Southern Cross Aluminium. The smelter operates within Rio Tinto’s wider Queensland aluminium system, alongside the Yarwun alumina refinery and related Gladstone activities. Boyne Smelters has a reported annual production capacity of approximately 545,000 tonnes of aluminium.
