Overview
BIM Berliner Immobilienmanagement GmbH (BIM) is the central real estate management company for the State of Berlin. Founded in January 2003, it is a 100% subsidiary of the State of Berlin and operates as a public real estate service provider. Its core mission is to professionally manage, develop, and optimize the state's property portfolio, which includes more than 5,000 buildings and plots across Berlin. The portfolio encompasses centrally managed schools, police and fire stations, courts, administrative buildings, and many of the city's most famous landmarks. BIM's responsibilities cover the entire lifecycle of a property: strategic planning, construction, operation, renovation, and potential disposal. Key tasks include renting space to public institutions and external third parties, strategic acquisition of land and buildings for public use, commercial, technical, and infrastructural building management, energy-efficient renovation and climate protection, allocation of heritable building rights and land through concept procedures, and planning and implementation of construction projects with consideration for heritage protection, sustainability, and urban design quality. A special focus is on city-wide management of land use, particularly where Berlin is growing or has special needs, such as for administration, education, or social infrastructure. Police and fire services are among the most important clients in BIM's portfolio. In 2015, BIM merged with Liegenschaftsfonds Berlin, expanding its scope to include the sale of state-owned properties not needed for public purposes. BIM manages six property assets: the Sondervermögen Immobilien des Landes Berlin (SILB), the Sondervermögen für Daseinsvorsorge (SODA), the BBF Berliner Bodenfonds GmbH (founded 2020), two trust assets (THV) from the Liegenschaftsfonds, and the Anmietvermögen (rented properties). As of December 31, 2019, BIM managed over 5,000 buildings and plots, including 1,544 buildings in SILB, 365 economic units in SODA, and 2,171 properties in THV. BIM operates at the interface between politics, administration, business, and urban society, emphasizing dialogue, responsibility, and the common good. The company is committed to sustainability and compliance, with a strong focus on integrity and transparency. Its supervisory authority is the Senatsverwaltung für Finanzen (Senate Department for Finance). BIM is currently planning to move its headquarters to the Haus der Statistik at Alexanderplatz, a symbol of urban transformation and sustainable urban development. With over 1,000 employees, BIM plays a vital role in shaping Berlin's livable future.
History
BIM Berliner Immobilienmanagement GmbH was founded in January 2003 to centrally manage the service buildings of the State of Berlin more efficiently and to support budget consolidation. Prior to 2003, there was no uniform real estate and occupancy data for buildings used by the State of Berlin. Without this data, cross-departmental needs planning for accommodating public service employees was impossible. Despite high vacancy rates in state-owned properties, space was rented externally. Additionally, a backlog of renovations had accumulated over the years. On January 1, 2001, the State of Berlin, as sole shareholder, had already founded Liegenschaftsfonds Berlin GmbH & Co. KG. The Liegenschaftsfonds was responsible for selling state-owned properties not needed for its own purposes and was merged with BIM Berliner Immobilienmanagement GmbH as of March 1, 2015. The legal basis for BIM's management activities is the Gesetz über die Errichtung eines Sondervermögens Immobilien des Landes Berlin (SILB ErrichtungsG) of December 4, 2002, along with subsequent amendments and the management contract. By resolution of the Berlin House of Representatives on October 31, 2002, the initial portfolio was to be "extended to all suitable buildings of the State." The State of Berlin introduced a new building management model, the so-called tenant-landlord model, with which BIM works. This means that the management of public real estate and land is organizationally bundled, and users must pay rent for the use of real estate-related services. State institutions such as senate administrations, court buildings, and police stations rent state-owned buildings and pay rent to the State, represented by BIM. The provision of rental space is calculated according to a fixed standard, the General Directive on the Provision and Use of Official Rooms (Raumnutzungsanweisung – AllARaum) of the Berlin Senate from November 1997, which states that each employee's office should not exceed 11 m² for economic reasons. With this approach, BIM reportedly saved a total of 278 million euros for the State of Berlin by the end of 2013. BIM is responsible for six property assets: the Sondervermögen Immobilien des Landes Berlin (SILB), which consists of state-owned properties used by the State of Berlin for public administration; the Sondervermögen für Daseinsvorsorge (SODA), formed on July 1, 2017, to secure and develop properties not currently used but held for public services; the BBF Berliner Bodenfonds GmbH, founded in 2020 as a subsidiary of BIM, which makes strategic land acquisitions focusing on areas of city-wide significance; two trust assets (THV) of the Liegenschaftsfonds Berlin companies, comprising state-owned properties not needed by the State; and the Anmietvermögen, which includes privately owned properties rented by the State of Berlin to cover space needs of public administration, managed by BIM on a fiduciary basis. As of December 31, 2019, BIM managed over 5,000 buildings and plots of the State of Berlin: SILB had 382 economic units with 1,544 buildings and around 4.49 million m² of net floor space; SODA had 365 economic units (1,614 heritable building rights grouped into 13 economic units corresponding to the 12 Berlin districts and the State of Brandenburg) with around 8.0 million m² of land area; BBF had 8 plots with around 114,290 m²; THV had 2,171 properties, of which 434 were built upon, with around 4.4 million m² of land area; and Anmietvermögen had 166 economic units with 319 buildings and around 0.77 million m² of rented space. In 2016, the SILB included around 1,500 buildings used by the State of Berlin for public administration, including the Berliner Rathaus and the office buildings of the Berlin Senate administrations, the Haus der Statistik, the Volksbühne am Rosa-Luxemburg-Platz, the Konzerthaus Berlin, the Berliner Ensemble, and the Amerika-Gedenkbibliothek, among others. The supervisory authority is the Senatsverwaltung für Finanzen, whose State Secretary Wolfgang Schyrocki chairs the Supervisory Board. BIM is currently planning to move its headquarters to the Haus der Statistik at Alexanderplatz.
