History
Beijing Infrastructure Investment Co., Ltd. (abbreviated as "Jingtou" or "the Company") was established in 2003 as a wholly state-owned company funded by the Beijing Municipal SASAC, undertaking investment, financing and management functions for infrastructure centered on rail transit. On November 17, 2003, to adapt to the needs of rapid rail transit development in the city, reduce investment and financing costs and ease the fiscal burden, the Beijing Municipal SASAC issued a notice on issues related to the management system reform of Beijing Metro Group Co., Ltd., changing Beijing Metro Group Co., Ltd. into Beijing Infrastructure Investment Co., Ltd. On April 20, 2016, the Beijing Municipal Transport Commission, on behalf of the Beijing Municipal Government, formally signed the "Beijing Rail Transit Authorized Operation Agreement" with the Company, marking a new stage in the city's rail transit investment and financing system and mechanism entering the authorized operation model. On August 4, 2020, the Beijing Municipal Party Committee and Municipal Government held a meeting to announce the merger and reorganization of Beijing Infrastructure Investment Co., Ltd. and Beijing Rail Transit Construction Management Co., Ltd., transferring the state-owned assets of the rail company to Jingtou without compensation and having Jingtou exercise investor responsibilities over it.
