Overview

The Associazione nazionale mutilati e invalidi civili (ANMIC), known in English as the National Association of Civil Mutilated and Invalid, is an Italian public-law body headquartered in Rome. It was founded in 1956 in Taranto under the name Libera associazione nazionale mutilati e invalidi civili (LANMIC) by Alvido Lambrilli, Franco Quaranta and Raffaele Leone. Its mission is to represent and defend the rights of persons with disabilities at the normative and legislative level before the organs of the Italian State. It was recognized by Law 458 of 23 April 1965 and configured as a moral entity (ente morale) by a decree of the President of the Republic of 23 December 1978. ANMIC operates throughout Italy through a network of regional and provincial offices. According to its own figures, it maintains 19 regional offices and 103 provincial offices, one in every provincial capital, plus more than 350 local delegations in major Italian municipalities. Membership is open to anyone meeting the conditions set out in Article 5 of its statute. The association is part of the Federazione internazionale delle persone con disabilità fisica (FIMITIC) and of the Consiglio italiano della disabilità per i rapporti con l'Unione europea (CIDUE), giving it a voice in European and international disability policy. Beyond advocacy, ANMIC performs a range of institutional functions. Its staff verifies and monitors the work of all medical commissions for the recognition of civil invalidity, coordinates employment placement commissions, drafts the prosthetics tariff at the Ministry of Health, and presides over state and appeal medical commissions for the recognition of civil invalidity. It also runs a universal civil service program and publishes news through its ANMIC 24 platform. Over its history ANMIC has been associated with major Italian disability legislation, including Law 743 of 1969 (doubling the monthly invalidity allowance and allowing workplace groups), Law 118 of 1971 (removal of architectural barriers), Law 33 and Law 18 of 1980 (income-related invalidity pension and companion allowance), Law 68/99 on mandatory employment placement of disabled persons, and Law 6/2004 establishing the figure of a legal administrator for persons with disabilities. In 1997 it received the international "Together for Peace Foundation" recognition. Today it remains active in the European Council, the Italian Parliament and the international disability council through FIMITIC.

History

ANMIC was founded in 1956 in Taranto under the name Libera associazione nazionale mutilati e invalidi civili (LANMIC) by Alvido Lambrilli, Franco Quaranta and Raffaele Leone. In 1957 it organized its first popular demonstration in support of persons with disabilities, and in 1960 it held its first national congress on the theme of disability. A turning point came in 1965 with the enactment of Law 458, which invested ANMIC with the role of a public-law body (ente di diritto pubblico). In the same year, the Presidential Committee for the Disabled sent some association members to establish a common path with the United States on disability issues. The association considers 1969 a particularly important year, when it obtained the enactment of Law 743, which doubled the monthly invalidity allowance and allowed the creation of groups operating within companies. However, ANMIC itself claims 1971 as its most important year, when it obtained from Parliament the enactment of Law 118, which provided for the removal of architectural barriers. In 1980 the association obtained two further laws: Law 33, which introduced the invalidity pension calculated in relation to income, and Law 18, which regulated the provision of the companion allowance to family members of persons with disabilities. In 1991 ANMIC obtained the abolition of military medical commissions regarding civil invalidity, with the restoration of state medical commissions. In 1997 it was awarded the international "Together for Peace Foundation" recognition, accrediting its work at a global level. In 1998, strengthened by growing support, the association requested and obtained the provision of home assistance and forms of personal help for persons with disabilities. The following year saw the promulgation of Law 68/99 on mandatory employment placement of disabled persons. In subsequent years the association obtained significant tax relief for persons with disabilities and exemption from medical visits for subjects with stabilized pathologies or impairments. It also promoted the promulgation of Law 6/2004 of 9 January 2004, which established the figure of a legal administrator for persons with disabilities. ANMIC was recognized as a moral entity (ente morale) by a decree of the President of the Republic of 23 December 1978. After the founding of the European Union, the association became part of the Federazione internazionale delle persone con disabilità fisica (FIMITIC) and of the Consiglio italiano della disabilità per i rapporti con l'Unione europea (CIDUE). Today it remains operational within the European Council, the Italian Parliament and the international council of persons with disabilities through FIMITIC. It operates throughout Italy with 19 regional offices and 103 provincial offices, plus over 350 local delegations in major Italian municipalities.
