Overview

INTERBEV — the Association nationale interprofessionnelle du bétail et des viandes — is the French national interprofessional organisation for the livestock and meat sector. Founded in 1979 from ten professional families of the beef sector, it was recognised as an interprofessional organisation for the livestock and meat sector by ministerial decree on 18 November 1980. Over time, through successive aggregation of professional families, it became a multi-species interprofession covering cattle, sheep, horses, goats and calves; a dedicated goat-meat section was created in 2014 following a CGAAER advisory mission. INTERBEV's mission is to defend and promote the shared interests of livestock farming and of the industrial, artisanal and commercial activities of the meat chain. It structures the beef, goat, sheep and horse sectors, publishing weekly, quarterly and annual bulletins, studies, analyses, guides and economic indicators. It also votes on numerous interprofessional agreements covering topics such as rendering, price indicators, contributions, meat cut denominations, slaughter and hygiene rules. Each week it publishes a bulletin with animal quotations (sale prices) together with information on exports, slaughter and meat consumption. As a state-recognised interprofessional organisation, INTERBEV can ask the Minister of Agriculture to extend its agreements and make them binding on all economic operators in a sector, and it is a privileged interlocutor of the government on livestock matters. Governance rests on 22 professional organisations grouped into four colleges — production; marketing; slaughter, wholesale and processing; and distribution — and five sections: beef, veal, sheep, goat and horse. It also has five commissions (societal issues, foreign trade, collective communication, organic-specific commission and offal-products commission) and 12 regional committees gathered in a regional college. Jean-François Guihard has been president since his election on 8 December 2021, succeeding Dominique Langlois, who had held the presidency since December 2010; Marc Pagès is director general. INTERBEV is funded by a contribution levied on live animals exported and on beef, sheep, horse and goat meat, as well as by state and European Union subsidies. In 2010 it collected mandatory voluntary contributions from sector professionals amounting to €35,469,000. Its commitments include the sector plans submitted to the Minister of Agriculture in December 2017, framed by the ISO 26000 collective social responsibility approach, and the development of organic meat with the objective of doubling production by 2022. In communication, INTERBEV originated the "Naturellement Flexitariens" campaign and created the Centre d'information des viandes (CIV).

History

INTERBEV was created in 1979 from ten professional families of the French beef sector. It was recognised as an interprofessional organisation in the livestock and meat sector by ministerial decree on 18 November 1980. It took over from earlier interprofessional associations of the livestock-meat chain, such as the Association générale des producteurs de viande (AGPV), created in 1928 and highly influential in the 1930s, and the Union nationale interprofessionnelle du bétail et des viandes (UNIBEV), created in 1949. Through successive aggregation of different professional families, INTERBEV became a multi-species interprofession covering cattle, sheep, horses, goats and calves. The creation of the goat section in 2014 followed a CGAAER advisory mission that supported the goat sector in constituting a dedicated interprofessional structure for meat. In October 2017, the President of the Republic asked the interprofessions to draw up development and transformation plans for the agricultural and agri-food sectors. INTERBEV submitted its sector plans (beef, veal, sheep meat, goat meat and horse sector) to the Minister of Agriculture in December 2017. These plans refer to the collective social responsibility approach framed by the ISO 26000 standard, aiming at continuous improvement of meat production and consumption practices on environmental, animal protection and nutrition-health issues. INTERBEV placed the development of organic meats at the heart of its sector plans, with the main objective of doubling production by 2022. In governance, Jean-François Guihard was elected president on 8 December 2021, succeeding Dominique Langlois, who had held the presidency since December 2010. Marc Pagès is director general. The organisation today comprises 22 professional organisations in four colleges and five sections, plus five commissions and 12 regional committees.
