Overview

The Association Française des Correspondants à la protection des Données à caractère Personnel (AFCDP) is a French non-profit association created in 2004, in the context of the amendment to the French Data Protection Act (Loi informatique et libertés) that formalised a new role: the Correspondant à la protection des données à caractère personnel, also known as Correspondant informatique et libertés (CIL). The association focuses on the profession that has since become that of the Délégué à la protection des données, or DPO (Data Protection Officer / Data Privacy Officer), within the framework of the General Data Protection Regulation (GDPR). AFCDP operates as a professional network and resource hub for privacy practitioners. Its website lists working groups and local groups across France and beyond, including AFCDP Monaco, AFCDP Belgique, and regional groups such as Paris, Sud Ouest, Bretagne, Ouest, Bourgogne-Franche-Comté, Grand Est, La Réunion, Centre-Val de Loire, Grand Ouest, Lyon+, Antilles/Guyane, Méditerranée Ouest, Méditerranée Est, Gard/Hérault, Normandie, Nord, Poitou Charentes, Polynésie Française, Sud Ouest Pyrénéen and Ile de France. Thematic groups cover health data, local authorities, CNIL on-site inspections, digital marketing, medico-social, cross-border flows, human resources, associations/foundations, social housing, banking and finance, FALC, external DPO, GDPR and other European texts, group DPO, transport, hotels/restaurants, artificial intelligence, social action, education/training, augmented video protection, retail, North America and SDIS. The association publishes resources for the profession, including the book "Correspondant Informatique et Libertés : bien plus qu'un métier", a DPO library, a DPO video library, theses and dissertations, useful links and an open expression section. It also runs conferences and meetings, prizes and competitions, and a jobs section with job offers. At the European level, AFCDP was one of the founding members of the Confederation of European Data Protection Organisations (CEDPO) in 2011, alongside GDD (Germany), NGFG (Netherlands) and APEP (Spain). CEDPO brings together the main European associations of data protection officers. AFCDP organises regular conferences focused on GDPR and French Data Protection Act compliance and on the DPO role. The first took place in April 2005 at the École nationale de la magistrature, in the presence of the President of the CNIL, Alex Türk. Since 2006 it has organised an annual university (université) comprising numerous conferences; the 16th edition was held in 2022. Since 28 January 2010 (European Data Protection Day), AFCDP has published an index of the right of access to personal data. Since November 2019, the association has published a half-yearly Observatory of the DPO profession. It has also been heard in the context of the report "La vie privée à l'heure des mémoires numériques" by senators Yves Détraigne and Anne-Marie Escoffier, and took part in work launched by the Secretary of State for prospective studies and the development of the digital economy, Nathalie Kosciusko-Morizet, on the "right to be forgotten" (Chartes du droit à l'oubli numérique). At the end of 2014, AFCDP took part in work launched by the CNIL that led to the "Gouvernance Informatique et Libertés" label. At the end of 2017, AFCDP joined, within the "Utilisateurs" college, the national victim assistance scheme run by the public interest grouping Action contre la cybermalveillance, under an interministerial approach.
