Overview

Alizés Télévision (often shortened to Alizés TV or simply Alizés) is a local French television channel based in Guadeloupe. It was launched on 27 January 2015, following a call for applications by the French broadcasting regulator CSA after the closure of Guadeloupe Télévision (GTV) in 2013. The channel was initially known as Karukéra Télévision (KTV) before being renamed Alizés Guadeloupe. It is headed by Robert Moy, a former director of RFO Guadeloupe. The channel produces and broadcasts its programmes in high definition and positions itself as a generalist local channel focused on proximity, popular and family-oriented content. It airs two daily local news bulletins, cultural agendas, magazines, cooking, sports and cultural shows. Initially, it also broadcast national programmes from TF1 and M6, but since late 2016 it has focused exclusively on regional and local production. The channel has faced financial difficulties, ceasing TNT broadcasting in 2020 and entering judicial recovery in October 2022 with significant unpaid debts.

History

Alizés Télévision was established in the context of the closure of Guadeloupe Télévision (GTV), which ceased broadcasting on 26 April 2013 after being placed in judicial liquidation. On 26 June 2013, the French broadcasting regulator CSA launched a call for applications to create a new local television service in Guadeloupe. A project called Karukéra Télévision (KTV), financed by the Regional Council of Guadeloupe, was validated by the CSA on 23 April 2014. However, three months earlier, an article in the Martinique edition of France-Antilles revealed that the CSA had decided to grant a frequency to another local channel intended to replace GTV, and the Martinique channel ATV seized the opportunity to launch a Guadeloupe version. This was confirmed on 25 March 2014, when ATV Guadeloupe officially arrived on CanalSat Caraïbes, and by mid-April 2014 the channel began broadcasting. Following the plenary assembly of 1 October 2014, the Karukéra Télévision convention project was validated by the CSA on 7 November 2014 and took the name Alizés Guadeloupe (Alizés TV). The new channel officially began broadcasting on 27 January 2015, initially on channel 32 of CanalSat Caraïbes and channel 4 of Numéricâble Antilles (later SFR Caraïbe). It later became available on channel 12 of the local TNT and on Orange Caraïbes TV. The channel was led by Robert Moy, former director of RFO Guadeloupe from 2002 to 2004, who described it as 'a local proximity channel'. At its launch, the team consisted of six people, including journalist and businesswoman Caroline Romney, former racing driver turned journalist Éric Pommier, and Pierre-Édouard Picord, former philosophy professor and director of the local newspaper Le Courrier de Guadeloupe. The team also included former FR3 journalist and France Télévisions editor-in-chief Michel Reinette and Philippe Vidal, director of radio station Zouk & News, with which Alizés signed a partnership agreement. The initial capital was €600,000, with an objective to reach €1.2 million by the end of 2015. The channel's mission was to 'open up to Guadeloupe and the world', and it aimed for 'quality, the best images', producing and broadcasting in high definition. In 2020, Alizés TV ceased broadcasting on TNT in Guadeloupe for financial reasons. Since October 2022, the channel has been in judicial recovery and has accumulated nearly €250,000 in unpaid debts, excluding tax debt.
