Overview
Algeria Press Service, commonly known as APS and also identified in French as Algérie Presse Service, is the state news agency of Algeria. It was established on 1 December 1961 in Tunis during the final phase of the Algerian War of Independence. From its beginning, the agency was conceived not only as a provider of news but also as an institutional voice for the Algerian Revolution and, after independence, as a national communications organization representing Algeria abroad. After the cease-fire, APS moved to Algiers and initially operated from premises on Krim Belkacem Boulevard before settling in the Casbah, a location associated with the resistance during the independence struggle. In the early post-independence period, the agency concentrated on building a national reporting network, acquiring technical equipment, and training journalists, technicians, and operators. Its mandate was closely connected to documenting reconstruction, supporting national sovereignty, and communicating developments from across Algeria. The agency began telegraphic news distribution on 1 April 1963 after moving to Che Guevara Boulevard. It subsequently established links with other international news agencies, expanded regional bureaus and foreign representations, and developed a photographic service capable of distributing images of Algeria's reconstruction. These steps helped APS evolve from a revolutionary-era communications outlet into a national wire service with international distribution ambitions. APS underwent several institutional reorganizations. In 1985 it became an établissement public à caractère économique et à vocation socio-culturelle, and in 1991 it was converted into an établissement public à caractère industriel et commercial, or EPIC. Its move to new headquarters in Kouba in 1993 accompanied a broader modernization program. The agency introduced a computerized editorial office in 1994, automated news delivery in 1995, and expanded its online presence during the late 1990s. APS's digital transition included an official website launched in 1998 following an earlier hosting arrangement with Algeria's Research Center in Scientific and Technical Information. Arabic pages and the APS Online service were introduced in July of that year, followed by satellite transmission in November. These developments broadened the agency's delivery channels beyond traditional wire and print distribution. From 2009, APS reported that its coverage extended across the entire Algerian territory. The agency publishes and distributes news, photographs, and other media content concerning Algeria and international affairs. Its output has historically appeared in Arabic, Tamazight, French, English, and Spanish, with Tamazight available in three scripts. In 2023, APS added a Russian-language information service, bringing its stated language offering to six languages; a Chinese-language service was reportedly being developed. APS is a member of the Federation of Arab News Agencies and remains headquartered in Algiers under the administrative supervision of the Algerian state. Its director general is identified in the referenced material as Samir Gaid.
History
Algeria Press Service was created in Tunis on 1 December 1961, during the closing period of Algeria's war for independence. Its original purpose was closely tied to the communication needs of the Algerian Revolution: it served as a standard-bearer for the independence movement and as a means of presenting Algeria's political position to audiences beyond the country. The agency moved to Algiers soon after the cease-fire and established itself in and around the Casbah, a district strongly associated with the wartime resistance. Following independence, APS temporarily operated from a maisonette on Krim Belkacem Boulevard. The organization used this period to improve its editorial operation, build a reporting network throughout Algeria, obtain its first technical systems, and train the personnel needed to run a public news service. Its early postwar coverage focused in part on reconstruction and the consolidation of national sovereignty. The agency's domestic network and institutional role expanded as the new state developed its public communications infrastructure. On 1 April 1963, APS began telegraphic news transmission from premises on Che Guevara Boulevard, where it remained for more than three decades. It established connections with foreign news agencies, opened or strengthened regional bureaus, and developed overseas representations. Its photographic operation also grew, allowing it to distribute images documenting Algeria's social and physical reconstruction through the Belino system. The agency's legal and organizational status changed during the 1980s and 1990s. On 19 November 1985 it became an economically oriented public establishment with a sociocultural mission. On 20 April 1991 it was reorganized as an établissement public à caractère industriel et commercial, commonly abbreviated EPIC. In January 1993, APS moved to new headquarters in Kouba, Algiers. Technological modernization accelerated thereafter. A computerized newsroom was introduced on 1 January 1994, followed by automated news delivery on 25 April 1995. APS entered the web era with an official website inaugurated on 18 February 1998. The website had previously been hosted by Algeria's Research Center in Scientific and Technical Information, and Arabic pages together with the APS Online product were launched on 5 July 1998. Satellite transmission began in November of the same year, giving the agency an additional distribution channel and helping it diversify its services. APS continued to develop as a national and international agency. It reported full territorial coverage from 1 January 2009 and maintained services in several languages, including Arabic, Tamazight, French, English, and Spanish. In 2023, it added Russian-language information, while a Chinese service was reportedly being prepared. The agency is headquartered in Algiers, remains subordinate to Algeria's Ministry of Information, and participates in the Federation of Arab News Agencies. Its work encompasses written news, online output, press information, and photography, with a continuing role as Algeria's principal state news organization.
