Overview
Alaska Rural Communications Service (ARCS) is a statewide low-power television network designed to bring broadcast television to remote communities that cannot be reached economically by conventional terrestrial repeater systems. Based in Anchorage, the service distributes programming by satellite to a network of low-power transmitters and translators located across the Alaska Bush and other sparsely populated areas. It has not consistently carried every commercial network or subchannel service available in Anchorage, and its programming mix has changed as local station affiliations and ownership have changed. The network has occasionally originated local programming, including sports coverage, but its central function is distribution rather than production. Satellite delivery allows a single programming feed to reach widely dispersed transmitters, while the local transmitters provide free over-the-air access to residents in communities that often have few alternative television options. Operational responsibility changed over time. In 1995, after reductions in state funding, Bethel Broadcasting Incorporated, the operator of KYUK, assumed responsibility for the service, then known as the Alaska Satellite Television Project. Control later moved from Alaska Public Broadcasting, Inc. to Alaska Public Media in 2021. Alaska Public Media also operates Anchorage PBS member station KAKM, which provides part of the public-television content distributed by ARCS. A major recent transition has been the conversion of many ARCS transmitters from analog to digital broadcasting. History
The origins of Alaska Rural Communications Service lie in the technical and public-policy challenge of delivering television across one of the most geographically dispersed inhabited regions in the United States.
