Since 1997 it has managed and operated the municipal parking lots across Tel Aviv-Yafo, and since 1999 it has also served as the municipality's principal executive arm in the fields of traffic and parking. The company is responsible for around one hundred parking lots and is involved in the construction of underground parking facilities throughout the city. Its parking lots form part of the municipal parking system and serve, among other functions, as free night parking for area residents, discounted parking for city residents, and in several lots outside the city center as discounted or free park-and-ride facilities. Beyond parking, the company builds traffic circles, lays bicycle lanes, and installs and operates electronic directional signage for parking lots. The company was founded at the end of 1961 to rehabilitate the Manshiya neighborhood and establish a business district in its place. The decision to establish the company, jointly owned by the Government of Israel and the Tel Aviv Municipality, was taken toward the end of 1961 after various alternatives were examined and it was decided to carry out the rehabilitation of Manshiya through a government-municipal company. In March 1962 the company's capital was increased to half a million lirot so that it could fulfill its role. By the end of 1971 the company had evacuated 2,665 apartments and another 268 structures and paid about 28 million lirot in compensation for this purpose. The company spent about 724,000 lirot on planning the drying of a section of the sea, a plan that was never carried out. The company's activity declined in the early 1970s, and during the 1970s and 1980s it dealt with preserving the existing in the Manshiya City project, the Textile House, and London Square. At that time the company employed four part-time workers. In 1979 Shlomo Lahat requested that the construction activity of the Halamish company be transferred to it. In the early 1990s the Tel Aviv Municipality decided to pour new content into the company. In 1992 the company operated the bathing beaches of Tel Aviv. During the 1980s it became a fully municipally owned company. The name of the company originates from the first public parking lot established in Tel Aviv by the Rothschild family. The parking lot was built adjacent to the coastline and to Baron Rothschild's estate, and was therefore named thus.
