Overview

The Africa Center for Energy and Mineral Policy (ACEMP) is a not-for-profit organization founded in 2012 under the laws of Uganda and registered with the National NGO Bureau. It operates as an extractive industries policy, research and advocacy think tank and describes itself as a Centre of Excellence promoting good governance, research, capacity building, equity, socio-economic justice and shared benefits in the development and exploitation of energy and mineral resources in Uganda. Its stated vision is to be a centre of excellence in research, policy advocacy and skills development in the energy and mineral sectors, while its mission is to promote the sustainable development of the energy and mineral sectors in Africa. ACEMP's work is framed around Uganda's national development agenda. Its strategic plan for 2017–2023 sought to "Transform Uganda's Extractive Resource Wealth into Inclusive and Sustainable Economic and Social Development," and the organization aligns its activities with Uganda's 2040 Vision and periodic National Development Plans that prioritize the petroleum and mineral sectors. It also states that its work contributes to at least 11 of the 17 United Nations Sustainable Development Goals, including Affordable and Clean Energy, Decent Work and Economic Growth, Industry, Innovation and Infrastructure, Climate Action, Peace, Justice and Strong Institutions, and Reduced Inequalities. Programmatically, ACEMP focuses on communities living in or around resource-rich areas, facilitating relations between government, the mining industry and host communities. Its published projects include promoting responsible mineral supply chains of designated conflict minerals in Uganda, implemented jointly with Optima Mines and Minerals Ltd, the Directorate of Geological Survey and Mines and the National Planning Authority; the Karamoja Resource Protection, Governance and Development Initiative, which seeks to balance pastoralism, agriculture and mining in the Karamoja Region; and work to promote a transparent, organized, productive and compliant extractives sector in Uganda by enhancing public participation in the exploitation of petroleum and mineral resources. ACEMP also produces Annual Petroleum and Mineral Development Scorecards, a tool for assessing and ranking performance across the sector. As a non-profit think tank rather than a commercial enterprise, ACEMP occupies a civil-society and policy-research niche within Uganda's energy and minerals sector. It does not sell products; its outputs are research, advocacy, capacity building and accountability tools aimed at government, industry and host communities.

History

The Africa Center for Energy and Mineral Policy (ACEMP) was founded in 2012 under the laws of Uganda and duly registered with the National NGO Bureau. From its inception it has operated as a not-for-profit organization rather than a commercial venture, positioning itself as an extractive industries policy, research and advocacy think tank and a Centre of Excellence promoting good governance, research, capacity building, equity, socio-economic justice and shared benefits in the development and exploitation of energy and mineral resources in Uganda. ACEMP's institutional development is articulated through successive strategic plans. Its 2017–2023 strategic plan set the goal of transforming Uganda's extractive resource wealth into inclusive and sustainable economic and social development. In pursuing this, ACEMP aligned its work with Uganda's 2040 Vision — "a transformed Ugandan society from a peasant to a modern and prosperous country" — and with the country's periodic National Development Plans, which have prioritized the petroleum and mineral sectors as key drivers of Vision 2040. The organization also committed to contributing to at least 11 of the 17 United Nations Sustainable Development Goals. Over time ACEMP has built a programme portfolio centred on communities living in or around resource-rich areas and on facilitating relations between government, the mining industry and host communities. Notable initiatives include a project promoting responsible mineral supply chains of designated conflict minerals in Uganda, jointly implemented with Optima Mines and Minerals Ltd, the Directorate of Geological Survey and Mines and the National Planning Authority; the Karamoja Resource Protection, Governance and Development Initiative, which seeks to balance pastoralism, agriculture and mining in the Karamoja Region so that no single economic activity takes precedence over another; and a project to promote a transparent, organized, productive and compliant extractives sector in Uganda by enhancing public participation in the exploitation of petroleum and mineral resources. ACEMP also publishes Annual Petroleum and Mineral Development Scorecards, a tool for assessing and ranking performance across the sector. Core ACEMP technical staff have undergone career development courses addressing aspects of regional development, reflecting the organization's emphasis on capacity building as part of its mandate. As of the available evidence, ACEMP remains an active Ugandan non-profit think tank working on energy and mineral policy, research and advocacy.
