Overview

Action pour la Protection de l'Environnement et la Promotion des Filières Agricoles (APEFA), known in English as Action for the Protection of the Environment and Promotion of the Agricultural Sector, is a Rwandan non-governmental organization headquartered in Kigali. It was founded by individuals concerned about environmental degradation, climate change, smart agriculture, and food security in Rwanda, and was legally registered by Ministerial Order No. 99/11 of 31 July 2008, published in the Official Journal No. 38 of 22 September 2014. The organization's vision is a Rwanda where nature and human endeavor thrive in harmony, where every community is a beacon of sustainable practices, and where indigenous wisdom seamlessly merges with future promise. Its mission is to champion community-driven solutions that tackle deforestation, land degradation, and unsustainable farming practices, empowering local communities—particularly smallholder farmers, women, and youth—through a blend of indigenous wisdom and modern approaches. APEFA's areas of intervention include soil conservation and landscape restoration, integrated water management, sustainable agriculture, and climate change adaptation and mitigation. Its strategy is to empower and facilitate communities through associations and cooperatives, reducing human pressure on forests and other natural resources through livelihood improvement activities. The organization works with local communities at the grassroots level and has reported significant achievements, including millions of trees planted, thousands of hectares under agroforestry and forestry, and numerous beneficiaries. APEFA is a member of the International Union for Conservation of Nature (IUCN) since March 2019 and collaborates with partners such as the World Resources Institute (WRI), the Rwanda Water and Forestry Authority (RWFA), the Netherlands Development Organization (SNV), and the Ministry of Agriculture and Animal Resources (MINAGRI).

History

APEFA was founded by people concerned with environment degradation, climate change, smart agriculture, and food security in Rwanda. It was granted legal status by Ministerial Order No. 99/11 of 31 July 2008, published in the Official Journal No. 38 of 22 September 2014. Since March 2019, APEFA has been a member of the International Union for Conservation of Nature (IUCN). The organization has implemented projects in various districts, including a project in the Sebeya catchment area in Rubavu, Rutsiro, Nyabihu, and Ngororero districts, in collaboration with the Rwanda Water and Forestry Authority (RWFA), IUCN, and the Netherlands Development Organization (SNV). This project addresses frequent flooding and landslides through reforestation and construction of dams and trenches. Since 2024, APEFA has supported the implementation of the "Five Trees for Every Household" project of the Ministry of Agriculture and Animal Resources (MINAGRI), which aims to plant five fruit trees per household in Kigali and approximately three million trees between 2024 and 2029 to promote agriculture and food security. Trees planted include papayas, mango, avocado, lemon, orange, and guava trees, which are also intended to improve air quality in the city. Additional trees are being planted in Gicumbi District in the Northern Province, in Ngoma, Kayonza, and Kirehe Districts in the Eastern Province, Nyaruguru and Nyamagabe in the Southern Province, and Rutsiro, Ngororero, Nyamasheke, and Rubavu in the Western Province.
