Overview

The aas Akademie für Arbeits- und Sozialrecht (commonly known as aas Seminare) is a German education and training institution based in Gelsenkirchen. Founded in 1990 by former works council members Hans-Peter Bleyl and Jörg Reiniger, it has grown into one of the largest independent providers of training for works councils (Betriebsräte), staff councils (Personalräte), disabled employee representatives (SBV) and youth and apprentice representatives (JAV) in Germany. The academy's mission is to equip these bodies with the legal expertise needed to exercise their co-determination rights effectively. The aas offers a comprehensive range of seminars covering topics such as works constitution law, labour law, social law, data protection, working time, health and safety, communication, and conflict resolution. Its programme includes basic and advanced seminars, structured seminar series, congresses, symposia, workshops, in-house training, and webinars. The seminars are held in around 55 locations across Germany and are led by a team of approximately 325 experienced speakers, including judges from labour and social courts, specialised lawyers, business and health experts, communication trainers, and psychologists. The academy is headquartered in the Nordsternpark in Gelsenkirchen, in the former pay hall of the Nordstern colliery. It employs over 100 staff members who handle customer service, hotel and congress management, speaker coordination, legal affairs, marketing, data and quality management, IT, and logistics. The aas is an independent, privately held company. Its annual seminar catalogue is a key resource for works council members, and the academy also publishes guides and election aids, such as for the SBV election. With its long history and broad reach, aas has established itself as a trusted partner for employee representation bodies in Germany, providing practical, legally sound training that is directly applicable in the workplace.

History

The aas Akademie für Arbeits- und Sozialrecht was founded in 1990 in Herten, Germany, by Hans-Peter Bleyl and Jörg Reiniger, both former works council members. The idea was to create a training institution that would provide works council members and other employee representatives with the legal knowledge they need to effectively exercise their co-determination rights. From the beginning, the focus was on learning under the guidance of professionally competent and didactically skilled speakers. The academy grew steadily and soon became one of the largest independent providers of works council training in Germany. By the 2010s, the original premises in Herten had become too small for the approximately 50 employees, so in 2018 the aas moved to new headquarters in the Nordsternpark in Gelsenkirchen. The new location is housed in the former pay hall (Lohnhalle) of the Nordstern colliery, a historic industrial monument. The colliery was closed in 1993, and the site was extensively renovated and transformed into a landscape park; in 1997, the park hosted the Federal Garden Show (Bundesgartenschau). Today, the aas conducts seminars in around 55 locations across Germany, with more than 250 speakers covering about 170 different topic areas related to works council work. The academy employs over 100 staff members at its Gelsenkirchen headquarters, handling everything from customer service and hotel booking to speaker coordination and legal affairs. The aas continues to expand its offerings, including in-house seminars, webinars, congresses, and symposia, and remains a key institution for the further education of employee representation bodies in Germany.
