Overview

1 Civiel en Militair Interactiecommando (1CMICo) was a military unit of the Royal Netherlands Army, part of the Operationeel Ondersteuningscommando Land (OOCL). It was created on 18 October 2013 on the orders of the Commander of the Land Forces, Lieutenant General De Kruif, by converting the former 1 CIMIC Bataljon into the 1 Civiel en Militaire Interactiecommando. The unit was garrisoned at the Koning Willem III Kazerne in Apeldoorn and drew its personnel from professional soldiers and reservists of the Army, Navy, Air Force and Marechaussee. The unit's mission centred on influencing behaviour: it coordinated civil-military cooperation (CIMIC), conducted psychological operations (PSYOPS) and specialised in communication. Its work was described as understanding people and making contact with people in order to achieve effects in human reasoning, influencing enemy behaviour in a way that benefits the battle, both through its own knowledge and skills and by supporting combat units. From 20 November 2020, 1CMICo became part of the Korps Communicatie & Engagement 'Prinses Ariane', within the Wapen van de Informatiemanoeuvre. On 1 March 2026 the unit was renamed Communicatie & Engagement Commando (C&E Commando). Together with sister units Joint ISTAR Commando and Defensie Cyber Commando, it delivers capacity for operations in the information domain. The C&E Commando consists of several components: a Communication & Engagement Compagnie responsible for coordinating and delivering operational CIMIC and PSYOPS capacity; a Sectie Cultuurhistorische Achtergronden en Informatie (CAI), a knowledge institute focused on socio-cultural expertise of (potential) mission areas and advice on protecting cultural heritage during national and expeditionary deployment; an Opleidings- en trainingscentrum Communicatie & Engagement (OTC C&E) comprising the School C&E, the Defensie Expertisecentrum Communicatie & Engagement (DEC C&E) and the Bureau Opleidings- en Trainingsontwikkelingen (BOTO); and PMESII Netwerken, six networks of reservists with specific expertise (RSD) in Politics, Military, Economy & Commerce, Social (Cultural Affairs & Education), Infrastructure and Information.

History

The unit's origins lie in the former 1 CIMIC Bataljon. On 18 October 2013, on the orders of the Commander of the Land Forces, Lieutenant General De Kruif, that battalion was transformed into the 1 Civiel en Militaire Interactiecommando (1CMICo). The new unit was garrisoned at the Koning Willem III Kazerne in Apeldoorn and staffed by professional soldiers and reservists from the Army, Navy, Air Force and Marechaussee. With effect from 20 November 2020, 1CMICo became part of the Korps Communicatie & Engagement 'Prinses Ariane', within the Wapen van de Informatiemanoeuvre. Together with its sister units Joint ISTAR Commando and Defensie Cyber Commando, it delivers capacity for operations in the information domain. On 1 March 2026 the unit was renamed Communicatie & Engagement Commando (C&E Commando). Its mission remained centred on influencing behaviour: coordinating civil-military cooperation, conducting psychological operations and specialising in communication, with the aim of achieving effects in human reasoning and influencing enemy behaviour to benefit the battle, while also supporting combat units. The C&E Commando is organised into several components. The Communication & Engagement Compagnie is responsible for coordinating and delivering operational CIMIC and PSYOPS capacity. The Sectie Cultuurhistorische Achtergronden en Informatie (CAI) is a knowledge institute focused on socio-cultural expertise of (potential) mission areas and provides advice on protecting cultural heritage during national and expeditionary deployment. Finally, the PMESII Netwerken consist of six networks of reservists with specific expertise (RSD) specialised in Politics, Military, Economy & Commerce, Social (Cultural Affairs & Education), Infrastructure and Information.
