It was originally under the jurisdiction of the Ministry of Internal Affairs and Communications (総務省). Its abbreviation DSK derives from the initials of its former names, Denpa Shinkōkai (電波振興会) and Denkitsūshin Shinkōkai (電気通信振興会). The organization's main activities include research and studies on information and communications administration and promotion of ICT; surveys and support concerning the installation and use of information and communications facilities; publication and distribution of service books for radio stations and reference books for information and communications work; publication and distribution of books and training for the development and improvement of radio operators' knowledge and skills; and improvement of the knowledge of people in the information and communications field. Its flagship publications include the Denshō Hōrei-shū (電波法令集, Radio Law Compendium), issued in two-volume case-bound editions and CD-ROM versions with optional supplement (追録) subscription contracts, as well as the Denshō Hōrei-shū supplement issues (追録第65号 through 第68号) and replacement services for the Radio Law Compendium, Radio Law Examination Standards, and Radio-Related Notifications. It became an incorporated foundation in 1952 and launched the magazine Denpa Jukenkai (電波受験界). It began handling personal radio application代理業務 in 1983, moved its headquarters to Komagome, Toshima, Tokyo in 1984, and was renamed Denkitsūshin Shinkōkai in 1985. It ended personal radio application代理業務 in 2010, transitioned to a general incorporated foundation and adopted its current name in 2011, opened the Radio Law Wiki in 2014, expanded it into the Information and Communications Law Wiki in 2017, suspended the Denpa Jukenkai magazine in 2018 and opened its website, ended personal radio ROM cartridge writing in 2021, discontinued the Information and Communications Law Wiki in 2022, and in 2023 launched an e-learning training course for Third-Class Land Special Radio Engineers.
