Overview
The Osaka Gender-Equal Community Foundation (Japanese: 大阪男女いきいき財団, formerly 大阪市男女共同参画のまち創生協会) is a general incorporated foundation based in Osaka, Japan. It was established in February 1993 by endowment from Osaka City under the name Foundation Osaka City Women's Association (財団法人大阪市女性協会). Its mission is to realize a society in which all people, regardless of gender, age, or position, can choose their own way of life and support one another. The foundation operates as a public-interest partner to citizens, businesses, and government bodies in the Kansai region. The foundation's work is organized into six pillars: training, learning, and awareness (はぐくむ); counseling services (よりそう); promotion of civic activities (つなげる); facility management and operation (ささえる); research and study (しらべる); and the collection, creation, and dissemination of information (つたえる). It manages several gender-equality centers in Osaka, including Creo Osaka Central, Creo Osaka West, Creo Osaka South, Creo Osaka East, and Creo Osaka Kosodate-kan, as well as facilities such as the Osaka City Miyakojima Ward Citizens' Center and the Shijonawate City Citizens' General Center. It also runs the Women's Challenge Support Fund, career design programs for women, support for parents, and the Ribbon Campaign. In 2013 the foundation transitioned to a general incorporated foundation and changed its name to the General Incorporated Foundation Osaka City Association for the Creation of a Gender-Equal Community, with the nickname Osaka Gender-Equal Community Foundation. On 1 May 2023, coinciding with its 30th anniversary, it adopted the current name, General Incorporated Foundation Osaka Gender-Equal Community Foundation (English: Osaka Gender-Equal Community Foundation). The foundation is led by Chairman Tsutomu Kyogoku, a former Osaka City deputy mayor. It continues to expand partnerships across Osaka and Kansai, including collaboration agreements with Osaka City and Osaka Metropolitan University, and participates in events such as Expo 2025 Osaka-Kansai.
History
The Osaka Gender-Equal Community Foundation was established on 1 February 1993 by endowment from Osaka City as the Foundation Osaka City Women's Association (財団法人大阪市女性協会). Its founding coincided with the early years of Japan's institutional push for gender equality, six years before the Basic Act for Gender-Equal Society was enacted in 1999. In its first decade, the foundation took on the management and operation of a series of municipal women's centers. It began managing the Osaka Municipal Women's Vitality Center North Hall (Creo Osaka Kita) on 23 June 1993, followed by the West Hall (Creo Osaka West) on 30 November 1994, the South Hall (Creo Osaka South) on 28 March 1996, and the East Hall (Creo Osaka East) on 26 March 1998. In 2001, Osaka City renamed these facilities from 'women's vitality centers' to 'gender equality centers,' and the foundation began managing the Central Hall (Creo Osaka Central) on 25 October 2001. It also briefly managed the Osaka Municipal Women's Hall in 2001. International and regional partnerships expanded over time. On 23 March 2009, the foundation signed an agreement with the Seoul Women's Plaza (Seoul Foundation for Women and Family). On 1 July 2012, it began managing the Yao City Gender Equality Center. In 2013, the foundation transitioned to a general incorporated foundation and changed its name to the General Incorporated Foundation Osaka City Association for the Creation of a Gender-Equal Community, with the nickname Osaka City Gender-Equal Community Foundation. That same year, it began managing the Osaka Municipal Miyakojima Ward Citizens' Center and held a ceremony marking its 20th anniversary and the launch of the new association. Its chairman at the time, Hisako Makimura, was appointed Osaka City Special Advisor for Women's Empowerment in June 2013. Further facility management contracts followed: the Shijonawate City Citizens' General Center and Shijonawate City Public Hall in April 2014, and the Osaka Municipal Gender Equality Center Child-Rearing Activity Support Hall (Creo Osaka Kosodate-kan) in April 2015. In 2016, the foundation was released from its designation as an Osaka City external organization after making a donation equivalent to the city's endowment, and in 2017 it signed a collaboration agreement with Osaka City for promoting gender equality. It celebrated its 25th anniversary in 2018. In 2019, it held the Osaka-Kansai Women's Future Creation Conference with a keynote speech by Yuko Kuno of the S&R Foundation. On 1 May 2023, coinciding with its 30th anniversary, the foundation adopted its current name, General Incorporated Foundation Osaka Gender-Equal Community Foundation (English: Osaka Gender-Equal Community Foundation). The name change reflected the expansion of its work and partnerships across the broader Osaka-Kansai region. In 2024, it signed a collaboration agreement with Osaka City and the Osaka Metropolitan University Urban Science and Disaster Prevention Research Center, and received Kurumin and Platinum Eruboshi certifications for its support of working parents and women's advancement. In 2025, it co-hosted an event at Expo 2025 Osaka-Kansai and continued its disaster prevention and community programs.
