Overview
České dráhy, literally “Czech Railways” and commonly known as ČD, is the principal railway operator in the Czech Republic. It was established in January 1993 after the dissolution of Czechoslovakia, succeeding the former Czechoslovak State Railways (ČSD). The company operates regional and long-distance passenger trains, including domestic services, international trains and branded products such as Pendolino and ČD Railjet services. Its business is closely connected with public transport policy because a substantial part of its passenger activity is performed under public-service contracts and supported by government or regional payments. The company’s historical roots extend well before its creation. Railway development in the Czech lands included the horse-drawn České Budějovice–Linz line, constructed between 1827 and 1836, early steam railway service between Vienna and Břeclav in 1839, and the first standard-gauge electrified line in the territory in 1903. ČSD was formed in 1918, following the creation of Czechoslovakia, and became the institutional predecessor of ČD. International EuroCity trains began operating on ČSD routes in 1991, providing an important foundation for the cross-border passenger services later developed by ČD. During the 1990s, rail traffic declined as road transport expanded throughout the Czech Republic. ČD responded through restructuring, modernization, organizational centralization, outsourcing of selected activities and investment in new rolling stock and operating technology. In January 2003 it became a joint-stock company, after which several specialized subsidiaries were created or reorganized. The infrastructure business was separated from train operations; railway infrastructure is managed by the state infrastructure organization now known as Správa železnic, while ČD focuses primarily on operating trains and related passenger services. A major structural change occurred on 1 December 2007, when freight operations were transferred into ČD Cargo, a wholly owned subsidiary. ČD Cargo became a significant railway freight operator, carrying raw materials, intermediate goods, containers and other commodities in the Czech Republic and across Europe. ČD also explored broader transport activities, including a truck-on-rail service between Lovosice and Dresden that operated until 2004 and a short-lived 2008 alliance with the airline SkyEurope. ČD has periodically faced financial pressure, high liabilities, the need for public support and intense competition. Open-access operator RegioJet became a direct competitor on important passenger routes, particularly Prague–Ostrava, prompting disputes over pricing and alleged abuse of a dominant position. In 2022, the European Commission alleged that ČD and Österreichische Bundesbahnen had coordinated in relation to the sale of long-distance coaches in a way that affected RegioJet’s ability to acquire them. ČD has also undergone repeated management and reform initiatives intended to control costs and improve commercial performance. Rolling-stock modernization has been central to the brand’s development. The high-speed tilting Class 680 Pendolino entered regular service in 2005. ČD later introduced Railjet services and expanded its fleet with electric multiple units, including RegioPanter trains, as well as Siemens Vectron locomotives used by ČD and ČD Cargo. In the early 2020s, the company continued planning substantial refurbishment of coaches and other railway vehicles, investigated alternative-fuel vehicles and expressed ambitions connected with the development of high-speed rail in the Czech Republic. České dráhy remains a state-owned railway group and a major Czech employer. The wider group has been described as employing approximately 24,000 people. Besides passenger rail operations and ČD Cargo, the group has included or been associated with businesses covering rolling-stock maintenance, telecommunications, research and other railway services. History
Rail transport in the Czech lands predates the modern company by more than a century. The České Budějovice–Linz horse railway was built from 1827 to 1836, while steam railway service reached the area in 1839 on the Vienna–Břeclav route. Electrification followed in the early twentieth century, including a standard-gauge electrified railway in 1903. After the establishment of Czechoslovakia in 1918, the Czechoslovak State Railways became the principal national railway institution. EuroCity services were introduced on its network in 1991. České dráhy was formed in January 1993 following the breakup of Czechoslovakia. It inherited the role of national railway operator while the Czech railway system underwent market, regulatory and institutional change. During the 1990s, passenger and freight rail traffic faced pressure from expanding road transport. ČD therefore pursued restructuring, modernization and efficiency measures, including changes to purchasing, internal logistics, staffing and the use of external suppliers. A significant organizational transition occurred in 2003, when ČD became a joint-stock company and created or reorganized specialized subsidiaries. Train operations were separated from railway infrastructure management. The infrastructure function was transferred to the state infrastructure administrator, now called Správa železnic, leaving ČD focused mainly on passenger and freight train operations. In 2007, ČD separated its freight division into ČD Cargo. The subsidiary remained fully owned by ČD and developed into a major freight operator in the Czech and wider European markets. Passenger modernization included the introduction of Class 680 Pendolino tilting trains in 2005 and later Railjet services from 2014. ČD also acquired or leased modern electric locomotives and multiple units, including Siemens Vectron locomotives and Škoda-built RegioPanter trains. The company’s modernization agenda has been shaped by the need to replace aging rolling stock, meet public-service obligations, improve passenger comfort and compete with private operators such as RegioJet. Financial and competitive pressures have been persistent. The operator historically relied on public subsidies and underwent periodic reforms designed to reduce costs and improve profitability. Reported liabilities rose substantially during the period from 2006 to 2015. ČD recorded a CZK 53 million profit in 2007, its first reported profit, although the company continued to operate within a policy environment involving public support and regulated or contracted services. In 2015, the group reported consolidated revenue of CZK 33 billion, including passenger and ČD Cargo freight activities; these figures are historical and should not be treated as current financial data. Competition intensified during the 2010s, particularly on the Prague–Ostrava corridor. RegioJet challenged ČD’s pricing and market conduct, and in 2022 the European Commission alleged coordination between ČD and ÖBB over the disposal of long-distance coaches in a transaction relevant to RegioJet. The company also experienced governance changes, including the 2019 removal of Chairman Miroslav Kupec amid an investigation into possible illegal conduct. In the early 2020s, ČD continued to plan fleet renewal, high-speed rail participation and alternative-fuel development. A 2021 contract for additional RegioPanter units expanded the planned fleet, while 2022 plans called for modernization of more than 2,000 coaches and other rail vehicles. The company remains a state-owned national railway group whose role spans everyday regional mobility, long-distance passenger transport, international rail connections, freight through ČD Cargo and the preservation of railway heritage.
