    SEC mutual-fund fraud enforcement matter

The SEC found that improper practices affecting Value Line mutual-fund shareholders had continued for nearly 20 years and involved more than $24 million. Value Line was ordered to provide restitution through a fair fund and to pay disgorgement, prejudgment interest, and civil penalties. Former CEO Jean Buttner and former COO David Henigson received separate monetary penalties and officer-and-director and industry-association bars. No criminal charges were filed.
