Overview
TV Brasil is a Brazilian public television network maintained and operated by Empresa Brasil de Comunicação (EBC), the federal public communications company. It was created in 2007 as part of the formation of EBC and replaced TVE Brasil in several cities. EBC itself emerged from the combination of Radiobrás, the former state communications company, and Associação de Comunicação Educativa Roquette Pinto, the organization associated with the public-education television service TVE Brasil. The creation of TV Brasil was formalized through a decree published in Brazil's Diário Oficial da União on 24 December 2007. The network was established to provide television programming with a public-service orientation, including news, culture, education, citizenship-oriented material, sports, Brazilian films, children's programming and content from other public broadcasters. Its early expansion was constrained by limited technical infrastructure, so its initial launch reached only Brasília, Rio de Janeiro and São Luís. Over time, TV Brasil's distribution developed through owned-and-operated stations, affiliated broadcasters, cable and satellite services, and online streaming through its official website. Its network structure became part of the Rede Pública de Televisão, a public television system combining EBC stations and affiliates in different regions of Brazil. TV Brasil's principal bases are in Brasília and Rio de Janeiro. It has owned-and-operated stations in São Paulo and São Luís, while affiliated broadcasters extend its presence to municipalities across Brazil. The network's regional affiliates have been described as carrying several hours of locally produced programming each day. Its overall schedule has been organized around broad programming streams such as children's content, animation, audiovisual productions, citizenship and sports. The service has also carried Brazilian cinema and programmes produced by other public television organizations. The network's institutional role became controversial after 2019, when TV NBR, a government television service, was closed and its operations were incorporated into TV Brasil under the TV Brasil 2 identity. During Jair Bolsonaro's presidency, reporting and political coverage on EBC outlets, including TV Brasil, were criticized for becoming closely aligned with the federal government. The network carried extensive live coverage of Bolsonaro's media appearances, while critics and observers alleged that coverage of political opponents and subjects including violence against women, Indigenous peoples and LGBT rights was restricted or subject to editorial pressure. These developments generated debate over the distinction between government communication and independent public broadcasting. Following Luiz Inácio Lula da Silva's return to the presidency in 2023, the incoming administration announced an intention to restore a clearer public-service mission centered on education and culture and to separate government communication from TV Brasil's programming. Lula also described an ambition for the network to resemble established international public broadcasters while attracting younger viewers. On 24 July 2023, the government launched Canal Gov as a separate government-media platform, completing a reorganization intended to distinguish institutional government communication from TV Brasil. TV Brasil therefore remains an active public television brand, but its precise editorial role and relationship with Brazil's federal communications structure have continued to reflect changes in national media policy and government administration.
History
TV Brasil was created during the establishment of Empresa Brasil de Comunicação, the Brazilian federal public communications company. The legal foundation for EBC was published in the Diário Oficial da União on 24 December 2007. The new organization brought together Empresa Brasileira de Comunicação, commonly known as Radiobrás, and Associação de Comunicação Educativa Roquette Pinto, the organization responsible for maintaining TVE Brasil. TV Brasil replaced TVE Brasil in several locations and became the principal television brand associated with Brazil's federal public broadcasting system. The network's initial launch was limited by shortages of equipment and technical infrastructure. It began broadcasting in Brasília, Rio de Janeiro and São Luís rather than immediately reaching the whole country. Distribution subsequently expanded through EBC-owned stations, affiliated public broadcasters, cable and satellite television, and internet access through the network's official website. The service became one of the components of the Rede Pública de Televisão, which combined owned stations and affiliates in municipalities across Brazil. TV Brasil's main headquarters have been associated with Brasília and Rio de Janeiro, with owned-and-operated stations also identified in São Paulo and São Luís. From its formation, the network was intended to deliver programming with a public-interest mission rather than operate solely as a commercial broadcaster. Its output has included news, cultural and educational programmes, Brazilian films, sports, children's content, animation, citizenship programming and productions supplied by other public television channels. Regional affiliates have also carried local programming. The schedule has been described through several broad daily streams, including children, animation, audiovisual, citizenship and sports. The network's live broadcasts have been complemented by online availability and distribution through pay-television systems. A major institutional change occurred in 2019, after Jair Bolsonaro became president. TV NBR, a service associated with government communication, was discontinued and merged into TV Brasil under the TV Brasil 2 identity. The change blurred the distinction between a public broadcaster and a government broadcaster. During Bolsonaro's administration, TV Brasil and other EBC outlets were criticized for editorial practices that allegedly favored the government. Reported concerns included limited airtime for political opponents, pressure over coverage of violence against women, Indigenous peoples and LGBT rights, and the frequent insertion of live coverage of Bolsonaro's media appearances into scheduled programming. The network reportedly carried approximately 193 hours of such live coverage between August 2021 and July 2022, according to the cited reference material. After Lula's election in 2022 and return to the presidency in 2023, the incoming government announced plans to restore TV Brasil's public-service emphasis. Paulo Pimenta, then identified as the incoming Secretary of Social Communication, described a direction centered on education and culture, with government-related programming moved into a separate broadcaster. Lula said he wanted TV Brasil to reach a standard comparable with international public-service broadcasters and to appeal more strongly to younger viewers. On 24 July 2023, the restructuring was completed with the launch of Canal Gov, a government media platform designed to separate institutional government communication from TV Brasil. The network remains an active Brazilian public broadcaster whose structure, programming priorities and editorial independence continue to be shaped by changes in federal media policy.
