Questions over donor control and tax benefits

The foundation's structure, along with those of similar charities, was criticized by members of the Senate Finance Committee and others. The debate focused on whether donors could receive tax deductions disproportionate to actual public distributions and whether donor-advised arrangements gave contributors effective control over a public charity. TCF's ability to grant money to government agencies also prompted discussion of philanthropic influence over government.
