    Executive Learning Partnership circulation controversy

Journalists and a whistleblower questioned a contract under which Executive Learning Partnership purchased copies at prices of roughly one to five cents each and distributed them free to students. The arrangement represented 41 percent of reported circulation by 2010. Critics alleged that the structure indirectly boosted circulation and could have supported advertising revenue, while also alleging that the Journal was required to publish promotional material about the partner's activities. Dow Jones defended the arrangement as legitimate and appropriate. European managing director Andrew Langhoff resigned in October 2011.
