Overview
The Tor Project, Inc. is a United States 501(c)(3) research and education nonprofit best known for maintaining the Tor anonymity network and the Tor Browser. History
The Tor Project emerged from research into onion routing, a method for protecting communications from traffic analysis by sending data through a sequence of relays operated in different locations. Roger Dingledine and Nick Mathewson were among the computer scientists who helped turn the research concept into the Tor software and network, building on earlier work associated with Paul Syverson and United States Naval Research Laboratory research. Tor was designed as open-source public-interest infrastructure rather than as a proprietary communications service. In 2016, the project experienced a serious governance and workplace crisis. Jacob Appelbaum left the organization, after which multiple people made public allegations of sexual mistreatment. The entire board was replaced in July. The new board included figures associated with digital rights, cryptography, privacy research, and security, and approved policies concerning harassment, conflicts of interest, complaints, and internal review. The episode remained contentious within parts of the Tor community and influenced subsequent discussions about accountability and organizational culture. The project faced operational pressure during the COVID-19 pandemic and reduced its staff in 2020. It nevertheless continued maintaining Tor Browser, relay and bridge infrastructure, developer tools, measurement systems, and censorship-circumvention technologies. Its broader ecosystem included OONI, which studies Internet interference; OnionShare, which supports anonymous file sharing; Onionoo and Relay Search, which expose network information; Nyx and Stem, which assist with administration and software development; and Tails, a live operating system configured to route activity through Tor and minimize local traces. In 2023, Tor Browser developers partnered with Mullvad to create Mullvad Browser, extending Tor Project privacy techniques into a browser that does not require Tor routing for every use case. In September 2024, The Tor Project completed an operational merger with the Tails Project. The arrangement was intended to give the Tails team a larger organizational base while preserving Tails' focus on a privacy-oriented live operating system. The Tor Project remains an active nonprofit whose principal role is to develop open-source privacy infrastructure, support the Tor network, and advocate for anonymous communication and freedom of access.
