Western Sahara exploration controversy
San Leon’s announced agreement to drill onshore in Western Sahara generated protests and criticism because the territory is disputed and resource activity there raises questions under international law. A 2002 United Nations legal position stated that further exploration or exploitation would need to be consistent with international law and take account of the wishes and interests of the people of the territory. Critics argued that an oil discovery could complicate efforts to resolve the Western Sahara conflict.
