Rail Vikas Nigam Limited, commonly known as RVNL, is an Indian central public-sector undertaking that develops and executes railway and wider transport infrastructure. History
Rail Vikas Nigam Limited was created during a period when the Indian government was seeking faster ways to expand and modernize the national railway network. The National Rail Vikas Yojana was announced by Prime Minister Atal Bihari Vajpayee in his Independence Day speech on 15 August 2002 and formally launched on 26 December 2002. The programme addressed the need for additional railway capacity and for funding mechanisms that could supplement ordinary budgetary allocations. RVNL was incorporated under the Companies Act, 1956, on 24 January 2003. Its founding purpose was to act as a dedicated implementation organization for the National Rail Vikas Yojana. The company was assigned responsibility for increasing rail infrastructure capacity and mobilizing extra-budgetary resources for special-purpose projects. Rather than limiting itself to direct construction, RVNL developed a model in which project-specific SPVs could combine public-sector equity, debt and participation from infrastructure users such as ports and industrial companies.
