An independent Ernst & Young investigation examined PHSA's purchase of personal protective equipment from a Montreal-based vendor, a proposed partial write-off, and disputes involving senior leadership, the board, and finance staff. Benoit Morin left the CEO position when the report was released.

Senior-management compensation controversy
PHSA's first CEO, Lynda Cranston, resigned after the board learned that wage increases for 118 senior managers had been approved without board knowledge during a public-sector wage freeze. The increases were reversed, and Cranston received no severance.
