    Allegation of military reconnaissance use

Former ISS commander Terry W. Virts alleged that Russian cosmonauts used station photography capabilities to observe Italy's Aviano Air Base, a site associated with US military operations and nuclear weapons. The allegation highlights the difficulty of separating civilian scientific cooperation from national security interests, but the cited material does not establish an adjudicated finding.
