    Intelsat 708 technology-transfer allegations

Following the failure of the Intelsat 708 launch, the United States investigated whether technical information had been transferred to China. In a 2002 agreement with the State Department and Department of Justice, the Loral organization agreed to pay $20 million and improve its compliance procedures. Officials neither admitted nor denied the government's charges; Bernard Schwartz later accepted responsibility for the matter.
