Kontinentale Öl was created with exclusive authority to acquire and trade oil assets in German-occupied territories. Its expansion into Romania, Galicia, Estonia, and other areas formed part of the economic exploitation of territories under Nazi German control and occurred within a coercive wartime occupation system.
