U.S. sanctions over alleged Iranian petroleum purchases
The U.S. Treasury sanctioned Hengli Petrochemical (Dalian) Refinery under Executive Order 13902, alleging that the refinery was a major customer for Iranian crude oil and petroleum products. Hengli denied ever trading with Iran, said its suppliers had provided sanctions-related assurances, and stated that it would pursue removal of the restrictions. The designation was followed by reported ownership changes involving Hengli’s Singapore trading arm, a planned wind-down of that entity, commercial disruptions, and Chinese government countermeasures.
