Coal theft scandal
Allegations that officials had stolen or diverted approximately $12.9 billion worth of coal exported to China triggered mass protests in Mongolia. Parliament formed a working group and held a public hearing, while several businesspeople and politicians were arrested. Former Erdenes Tavantolgoy chief executive Battulgyn Gankhuyag was among those arrested, and the company was placed under a special state regime.
