Safety incident during hazardous-material abatement
During asbestos-removal work preceding demolition, an inspector reportedly observed immigrant workers mishandling hazardous materials inside the vacant mall and requested that the abatement work stop. The cleanup was also delayed by funding and labor constraints before the city ended that phase and proceeded with demolition.
