Overview
Cementir Holding S.p.A. is an Italian building-materials group headquartered in Rome. Its operating companies manufacture and distribute cement, ready-mix concrete, aggregates and precast concrete, with the strongest concentrations of activity in Turkey and Denmark and additional operations across Europe, North America, Asia and Egypt. The company is particularly important in Denmark, where it has been described as the leading cement producer, and in Scandinavia, where it has a substantial ready-mix concrete presence. It is also one of the significant cement producers in Turkey and retains a meaningful industrial presence in Italy. The company was incorporated in 1947 as Cementir–Cementerie del Tirreno by IRI, Italy's state-owned industrial holding company. Its original industrial rationale was closely linked to steel production: the business sought to use slag generated by blast furnaces. Cementir opened its first cement plant at Bagnoli in 1952, alongside an existing steelworks, and then expanded during the 1950s and 1960s through new facilities and acquisitions in Italy. It was listed on the Borsa Italiana in 1955, later becoming part of the privatization of Italian state industry. A pivotal ownership change took place in the early 1990s. In February 1992, IRI-Finsider sold its controlling interest to Caltagirone S.p.A. in the context of Italy's privatization program and European competition-policy requirements. Cementir returned to the Italian stock market in 2001. Under Caltagirone ownership, the group developed from an Italian cement producer into an international building-materials holding company, expanding its geographic reach and diversifying beyond conventional cement into ready-mix concrete, aggregates, precast products and related engineering applications. The group's portfolio has included major operations such as Aalborg Portland in Denmark and the Lehigh White Cement business in North America. In 2017, Cementir agreed to sell several Italy-based assets to HeidelbergCement for €315 million. In 2018, it increased its ownership of Lehigh White Cement Company to 63.25 percent through a transaction with HeidelbergCement. Cementir has also expanded its position in Egypt through Sinai White Portland Cement Company, reaching a 96.5 percent interest in 2024. Cement production is energy-intensive and generates substantial carbon-dioxide emissions. Consequently, decarbonization has become an important strategic and operational issue for the group. Cementir's climate-related efforts have included improved disclosure and industrial research, while its research and development activities are based principally in Denmark and Italy. In December 2020, the Carbon Disclosure Project assigned the company a B rating, an improvement over its earlier F rating. In October 2024, Cementir and Air Liquide launched ACCSION, a joint project intended to reduce emissions at Cementir's Aalborg cement plant through carbon-capture-related technology. Cementir is therefore best understood as an internationally active industrial holding company rather than a consumer-facing product brand. Its competitive position rests on regional cement and concrete leadership, access to specialized white-cement capabilities, vertically related materials businesses, local production assets and technical expertise. The group serves construction, infrastructure, engineering and transport-related applications. Its public-company identity is associated with the Milan-listed Cementir Holding entity, while customers generally encounter the group's products through operating subsidiaries and local brands.
History
Cementir was incorporated in Rome in 1947 as Cementir–Cementerie del Tirreno by Istituto per la Ricostruzione Industriale, the Italian state industrial holding company. The business was established in an industrial environment dominated by steelmaking and initially pursued the utilization of blast-furnace slag as a raw material. This origin gave Cementir a close relationship with heavy industry and helped define its early role as a producer serving Italy's postwar construction and infrastructure economy. In 1952, Cementir opened its first cement plant at Bagnoli, next to an existing steelworks. The plant connected the company's cement activity with the steel sector's available mineral by-products and provided a base for subsequent expansion. Cementir listed its shares on the Borsa Italiana in 1955. During the 1950s and 1960s, it expanded throughout Italy through a combination of acquisitions and investment in new production plants. The company gradually developed from a single industrial initiative into a national cement network. The next major turning point came with the privatization of Italian state-owned industry. In February 1992, IRI-Finsider held a 51.78 percent majority interest in Cementir. That stake was sold to Caltagirone S.p.A. for 480 billion Italian lire, following the Italian government's privatization policy and the European Commission's requirements concerning the role of public enterprises in competitive markets. The transaction transferred control from the state industrial system to the Caltagirone group. Cementir was relisted on the Borsa Italiana in 2001. Under its new ownership, Cementir developed a more international and diversified structure. Its subsidiaries came to operate across cement, ready-mix concrete, aggregates and precast concrete. The group built especially strong positions in Denmark and Scandinavia through operations associated with Aalborg Portland, while also expanding its presence in Turkey and maintaining businesses in Italy. Its products extended beyond bulk cement to include white cement and precast concrete used in engineering and transport applications. Research and development activities have been based in Denmark and Italy, supporting product development and process improvement. Portfolio transactions became an important element of the group's strategy. In 2017, Cementir agreed to sell several Italy-based assets to HeidelbergCement for €315 million. The following year, it used a transaction with HeidelbergCement to increase its ownership of Lehigh White Cement Company to 63.25 percent, strengthening its position in the international white-cement market. White cement is a specialized material used where appearance, controlled color and particular performance characteristics matter, and it broadened Cementir's exposure beyond standard gray cement. The group has also responded to the environmental challenge associated with cement manufacturing. Cement production requires high-temperature processing and is a major source of industrial carbon dioxide emissions. Cementir has pursued climate-related disclosure, research and process initiatives; in 2020, the Carbon Disclosure Project rated it B, an improvement from an earlier F rating. In 2024, Cementir and Air Liquide launched ACCSION at the Aalborg plant, a joint decarbonization project aimed at substantially reducing emissions through carbon-capture-related industrial technology. Cementir continued to adjust its international portfolio in the 2020s. It reported strong revenue growth across Turkey, Europe, the United States and Malaysia in early 2022. In August 2024, it increased its holding in Sinai White Portland Cement Company SAE to 96.5 percent through a €30 million transaction. These moves reinforced the company's international white-cement and regional-materials strategy. Overall, Cementir's history traces a path from an Italian state-created slag-utilization enterprise to a publicly listed, Caltagirone-controlled multinational building-materials group with regional leadership in cement and ready-mix concrete and an expanding decarbonization agenda.
