Moriarty Tribunal findings concerning the Esat Digifone licence

The Moriarty Tribunal found that the award of Ireland's second GSM licence to the Esat-Telenor consortium had been influenced by payments made by Denis O'Brien to Michael Lowry, who had been Minister for Transport, Energy and Communications. The finding concerned the historical Esat Digifone licence process and not a later BT Ireland operating decision.
